Contract & Procurement Manager

Onsite role

The Contractor must possess the following minimum qualifications and experience:

• Experience working for a state health department.
• Experience creating, editing, or managing a State of Florida contract.
• At least three years of experience working with a state health department.
• At least five years of experience working with State of Florida procurement requirements, processes, and related regulatory frameworks.

Contractor Responsibilities

The Contractor will perform the following tasks in the time and manner specified:

• Provide and maintain a Project Manager and one Team Leader to support the Department throughout the Purchase Order (PO) term, as directed by the Department.
• Ensure the Project Manager and Team Leader perform the following duties as directed by the Department:
  • Provide ongoing technical assistance in the creation and management of contracts, including preparing initial draft Statements of Work and tracking tools.
  • Assist the Department in writing, submitting for internal approval, and submitting to state systems any required documentation to support contractual and other agreements.
  • Assist the Department in coordinating and supporting the activities of Department employees, as needed, to ensure that federal and state funding is used efficiently and effectively and that established timeframes are met.
  • Work with the Department Budget Manager and other executive staff to ensure that state purchasing guidelines are followed.
  • Assist Department project managers and the bureau management team in managing contracts and grants to ensure compliance with state and federal grant management and purchasing guidelines.
  • Review, provide feedback on, and assist with approving vendor invoices for payment that are funded through the Department.
