Status: Full Time, Non-Exempt. Starting Wage Range: $28.08/hr - $30.94/hr. Position Open Until Filled. Responsibilities Receives, books, and releases inmates which includes fingerprinting, photographing, searching, inventorying personal belongings, recording data, running checks, completing required screens, assigning and escorting inmates to cells or similar areas, issuing supplies, ensuring proper housing for safety and security, and releasing inmates upon posting of bail or other authorized release. Maintains jail safety and security by making periodic rounds, conducting inmate counts, performing security inspections and searches of inmates and quarters for contraband and unauthorized materials, and enforcing regulations and discipline policies. Responds to emergency situations and takes decisive action according to office policies and procedures. Monitors all inmates and jail activities through visual and audible devices to ensure welfare, watch for illegal activities, violations, suspicious behaviors, or signs of mental and physical illness. Monitors and operates all equipment and alarms in the jail control center; controls all access to the jail, maintains keys, and prevents unauthorized entry or exit. Interprets bond conditions and commitment orders, records fines and bail/bond transactions. Maintains communication within and between shifts, informs jailers, sergeants, and management of any problems, complaints, or infractions. Completes and maintains all paperwork, documentation, and records, including logs and incident reports, according to policies and State regulations. Provides medical, mental or other necessary attention to inmates’ welfare according to established policies and procedures. Complies with procedures and schedules for serving meals, linen exchange, inmate personal hygiene, cleaning and maintenance, mail handling, inspections, and prisoner requests. Positively identifies and directs visitors, supervises access for family, friends, clergy, religious service providers, educational service providers, recreational service providers, attorneys, and probation and parole personnel. Maintains compliance with Huber laws, checks in and out Huber inmates, verifies employment, conducts job site and home visits, random drug/alcohol testing, and deposits Huber funds. Coordinates, transports, or escorts inmates to and from facilities, courts, and medical/mental treatment facilities. Answers or properly refers all inquiries concerning prisoner and jail matters. Appears in court and testifies as a witness when required. Performs intoximeter and preliminary breath tests (PBT), takes DNA mouth swabs, and collects urinalysis samples when necessary. Collects and issues receipts for bail bonds, fines, and canteen accounts. Performs other duties as assigned. Required Job Competencies Knowledge of legal compliance regarding inmate rights. Knowledge of the criminal justice system operations. Knowledge of individual and group behavior in an institutional setting. Knowledge of the laws applicable to detention facility operations. Ability to ensure inmate discipline and deal effectively with non‑compliance. Ability to develop contingency plans and act decisively in emergencies. Ability and skill to manage, direct, and command people to obtain maximum cooperation with minimal coercion and hostility. Knowledge of the County and Office operating requirements, policies, procedures, and practices; local, State, and Federal regulations related to office programs and operations. Knowledge of administrative policies and procedures of the County. Ability to establish and maintain accurate records of assigned activities and operations. Ability to interpret and implement local policies, written instructions, and regulations. Skill in organizational and time management to prioritize duties and manage a high volume of work product while adapting to constant changes. Ability to perform detailed work accurately and independently under stringent time limits with minimal direction and supervision. Ability to think quickly, maintain self‑control, and adapt to stressful situations. Knowledge of computer software including word processing, spreadsheets, and database applications relevant to this position. Ability to perform required mathematical calculations. Ability to communicate clearly, concisely and effectively in English in both written and verbal form. Skill in researching and understanding complex written materials. Ability to prepare and maintain accurate and concise records and reports. Ability to apply sound judgment and discretion in performing duties, resolving problems and interpreting policies. Ability to handle sensitive interpersonal situations calmly and tactfully. Ability to maintain confidentiality and professionalism at all times. Ability to maintain effective working relationships within and outside the organization. Ability to maintain confidentiality and discretion regarding business‑related files, reports, and conversations, within Open Records laws and other applicable statutes and regulations. Ability to work the allocated hours of the position and respond after hours as needed. Ability to testify in court as a credible and trustworthy witness. Physical and Work Environment Requires occasional exertion of up to 50 pounds of force; regularly requires sitting, standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions; occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms. Requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision, and peripheral vision. Vocal communication required for expressing ideas, conveying detailed instructions to others accurately, loudly or quickly. Hearing required to perceive information at normal spoken word levels and to receive detailed information. Requires wearing specialized personal protective equipment. May be subject to exposure to blood/body fluids and infectious and communicable diseases. Work is primarily in a secured detention facility. May require dealing with persons who are hostile, aggressive, abusive or violent, posing threatening conditions. Qualifications Education: High School of Education (required). Experience: Previous corrections experience (preferred). Must have or obtain TIME system certification, CPR/First Aid, Taser Certification, SCBA training, PBT certification, Oleoresin Capsicum spray training upon hire (required). Must pass post‑offer testing which includes a drug screen, physical, and psychological examination; failure to pass will result in revocation of the employment offer (required). Must have Wisconsin Jail Officer Certification or attain within one year of hire; equivalent combination of education and experience may be considered (required).
