Management Analyst

Management AnalystThe Management Analyst provides high-level analytical, administrative, and strategic project support to the County Manager's Office and leadership team, serving as a key liaison across departments to advance organizational priorities. The position coordinates complex initiatives, prepares executive-level reports, memos, and presentations, analyzes operational and financial data, evaluates processes and performance, and develops data-driven recommendations to improve organizational efficiency and effectiveness. As an enterprise resource, the Management Analyst helps move strategic priorities from planning to implementation by coordinating cross-functional efforts, monitoring projects and deliverables, identifying barriers, and facilitating practical solutions, while supporting departmental and operational leadership.Essential FunctionsProvide high-level, confidential administrative support to the County Manager's Office in daily operations and executive functions.Prepare and coordinate research, reports, presentations, and materials for the County Manager's Office, Department Directors, and external partners.Serve as a liaison between the County Manager's Office, Departments, Offices, and the public to ensure clear and timely communication.Conduct special studies and manage assigned projects to support organizational goals and decision-making.Oversee and administer general administrative programs; act as the primary informational contact; ensure compliance with established procedures and recommend improvements for greater efficiency and effectiveness.Assist with policy development and implementation through research, drafting, analysis, and tracking of legislative and administrative initiatives.Manage logistics, agendas, scheduling and calendars, including organizing meetings, public hearings, and community engagement activities.Promote smooth operations through attention to detail, proactive problem-solving, and professional discretion.Support the annual budget process by coordinating and scheduling departmental budget meetings, maintaining budget calendars and deadlines, compiling departmental submissions, and assisting with follow-up and documentation.Using financial data, tables, and information provided by the Finance Department, coordinate and produce the annual budget book, including drafting and editing the budget message, departmental narratives, charts, tables, performance information, and other supporting materials.Coordinate and maintain organization-wide planning, implementation and tracking of strategic priorities, financial and operational milestones, projects, deadlines, and deliverables; gather updates from departments, integrate relevant financial information provided by Finance, and prepare status reports, presentations, and other materials to support management oversight, accountability, and decision-making.Coordinate major procurement schedules and timelines, assisting with requests for proposals.Monitor Board of County Commissioner meetings and track staff assignments and deliverables.Develop systems, processes, and standard operating procedures to improve operational effectiveness and efficiency.Requirements Compensation will be determined by the applicant's full skillset with consideration of the following:Bachelor's degree in Public Administration, Business Administration, Project Management, Finance, or a related field. Master's degree preferred.Three years managing complex projects and/or providing executive-level, organizational support.Experience in local government, public administration, consulting, or organizational strategy preferred.Experience developing standard operating procedures or implementing business process improvements.Exceptional project management and organizational skills.Excellent written and verbal communication skills.Ability to take direction and work collaboratively and independently at times with incomplete information, to advance project goals.Strong technology skills and proficiency in Microsoft 365.Ability to establish priorities and manage multiple concurrent projects and deadlines.Project Management Professional (PMP) certification or equivalent experience preferred.Travel to conferences or events within and outside of the state of Colorado may be required.Colorado driver's license or ability to obtain one to operate county vehicles.Hazard Notice Not Applicable Physical Activity & Work EnvironmentProlonged periods of sitting at a desk and working on a computer.Occasionally pushing, pulling, or moving objects.Use of hands for repetitive motions such as typing, writing, or operating equipment.Operation of standard office equipment (computers, phones, copiers, etc.).Visual acuity to read and produce accurate documents and materials.Hearing ability sufficient to respond to spoken communication.Standard office environment with controlled temperature and lighting.Interaction with the public, sometimes in high-pressure or emotionally charged situations.EOE StatementLake County is an Equal Opportunity Employer (EOE).
