The Borough of Mount Joy is a thriving, vibrant community located in the northwest section of Lancaster County. Encompassing 2.4 square miles and serving a population of approximately 8,346 residents, Mount Joy prides itself on being an exceptional place to live, work, and play.

Position Summary

The Borough of Mount Joy is seeking a highly qualified and dynamic leader to serve as Borough Manager . Under the general direction and policy guidance of Borough Council, the Borough Manager oversees day-to-day municipal operations, ensures the effective delivery of community programs and services, and directs long-term planning for land and capital resources to maintain the Borough's high quality of life and attractiveness for residents and businesses.

Key Responsibilities

Executive Oversight & Operations: Direct and manage day-to-day Borough administrative operations to ensure efficient delivery of public services and municipal programs.
Council & Policy Support: Advise Borough Council, recommend operational policies and administrative procedures, and implement Council decisions and long-range goals.
Planning & Resource Management: Facilitate and direct capital resource allocation, land-use planning, and infrastructure development to foster community growth and sustainability.
Compliance & Governance: Ensure all municipal activities, policies, and procedures comply with local ordinances, state and federal laws, regulations, and organizational objectives.
Community Relations: Represent the Borough professionally, maintaining positive relationships with residents, business owners, intergovernmental partners, and community stakeholders.

Qualifications

Experience: Minimum of five (5) years of progressive municipal leadership or executive management experience.
Knowledge: Deep understanding of municipal government operations, public administration, financial management, capital planning, and Pennsylvania local government code/regulations.
Leadership: Proven ability to manage staff, collaborate with elected officials, and lead municipal programs effectively.
