School Safety And Compliance CoordinatorUnder the direction of the Superintendent of Schools, the School Safety and Compliance Coordinator is responsible for developing, implementing, and maintaining comprehensive district-wide safety and security programs to ensure a safe learning and working environment for students, staff, families, and visitors. This position oversees emergency preparedness, conducts risk assessments, supports threat assessment processes, coordinates safety training and drills, and serves as the primary liaison between the school district, law enforcement, fire departments, emergency management agencies, and community partners. The Safety Coordinator promotes a culture of prevention, preparedness, and continuous improvement while ensuring compliance with all applicable federal, state, and local safety regulations.The following duties are considered representative of the relative nature and level of the work. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned as needed.Emergency ManagementDevelop, implement, and regularly update the District's Comprehensive Emergency Operations Plan (EOP). Coordinate, schedule, and evaluate required emergency drills, including fire, severe weather, lockdown, evacuation, shelter-in-place, and reunification exercises. Lead emergency response planning and after-action reviews following drills or incidents. Coordinate emergency preparedness efforts with school administrators and first responders. Assist with crisis response during emergencies and provide post-incident support.Environmental Compliance, Safety, and Regulatory ResponsibilitiesServe as the District's designated coordinator for environmental health, safety, and regulatory compliance programs, ensuring compliance with all applicable federal, state, and local laws and regulations. Administer and maintain the District's Minnesota OSHA (MNOSHA) compliance program, including required written plans, employee training, inspections, recordkeeping, incident reporting, and corrective action processes. Serve as the District's AHERA (Asbestos Hazard Emergency Response Act) Designated Person, ensuring compliance with federal asbestos regulations, including inspections, management plans, periodic surveillance, notifications, contractor oversight, and required record retention. Coordinate environmental compliance activities involving asbestos, lead, hazardous materials, indoor air quality, mold, radon, chemical management, hazardous waste, and other environmental health issues affecting District facilities. Develop, implement, and monitor safety policies, procedures, and employee training programs that promote a safe learning and working environment. Conduct or coordinate facility safety inspections, risk assessments, and regulatory audits; identify deficiencies and oversee corrective actions. Investigate workplace injuries, accidents, and near misses; maintain required records and recommend preventive measures to reduce future incidents. Coordinate regulatory inspections and serve as the District liaison with agencies including Minnesota OSHA, the Minnesota Department of Health (MDH), Minnesota Pollution Control Agency (MPCA), Environmental Protection Agency (EPA), and other applicable regulatory authorities. Ensure contractors performing work in District facilities comply with applicable environmental and safety regulations, including asbestos, lead, confined space, lockout/tagout, and other applicable standards. Maintain required environmental and safety documentation, permits, certifications, and compliance records. Assist with emergency preparedness planning and coordinate facility-related emergency response procedures involving environmental hazards or regulatory compliance issues. Monitor changes in environmental and occupational safety regulations and recommend policy, procedural, and operational changes necessary to maintain District compliance. Collaborate with Facilities, Human Resources, and school administrators to foster a culture of safety, regulatory compliance, and continuous improvement.Risk Assessment & Physical SecurityConduct routine district-wide safety audits and hazard assessments. Identify vulnerabilities and recommend corrective actions to improve school safety. Collaborate with Building and Grounds and Technology to inspect and evaluate physical security systems, such as access control systems, security cameras, keys, locks, badges, lighting, visitor management systems, etc.Threat Assessment & PreventionAssist in coordinating multidisciplinary threat assessment teams. Support school administrators in evaluating and responding to behavioral threats. Monitor trends in school safety and recommend proactive intervention strategies. Collaborate with law enforcement on appropriate responses.School Safety PartnershipsServe as the district's primary point of contact with first responders. Coordinate multi-agency emergency planning and response efforts. Participate in local emergency planning committees and community safety initiatives.Training & EducationPromote a positive school safety culture through awareness campaigns and prevention initiatives. Develop and deliver safety, crisis response, and threat assessment training for administrators, teachers, and staff. Coordinate active threat response and emergency preparedness training. Work with Administration and Student Services staff to educate students and families on school safety topics such as violence prevention, bullying, digital safety, active threat procedures, etc.Two year degree (or equivalent professional work experience) is required with a four year degree preferred. At least three (3) years of progressively responsible experience in school safety, crisis response/emergency management, and/or school leadership is required. Prior experience developing or implementing Incident Command System/National Incident Management System (ICS/NIMS) based emergency operation protocols and managing crisis situations are required. Computer skills (word processing, spreadsheets, presentation software) is required. Certification(s) as Certified School Security Professional (CSSP), Certified Emergency Manager (CEM), Crime Prevention Through Environmental Design (CPTED) are preferred.Strong knowledge of school safety and security best practices. Knowledge of emergency management principles and the Incident Command System (ICS/NIMS). Must be able to obtain ICS certifications 700,100, 200 and 300 within six (6) months of hire. Must have or be able to obtain CPR/First Aid certification within 90 days of hire. Ability to use behavioral threat assessment tools. Strong crisis management and decision-making skills. Excellent leadership and organizational abilities. Ability to remain calm and effective during high-pressure situations. Excellent time management, ability to maintain composure in crisis situations, maintain confidentiality and provide trauma informed support is required. Strong written and verbal communication skills. Ability to present information to staff, parents, school boards, and community groups. Experience analyzing risks and developing practical solutions. Strong project management and planning skills.Ability to sit at a desk and work on a computer. Ability to move throughout the workspace, including walking, standing, bending, or reaching occasionally. Manual dexterity to operate a computer keyboard, mouse, telephone, other standard office equipment and other handheld devices particular to the profession. Visual acuity to read printed materials, digital screens, and perform work requiring close vision. Hearing and speech abilities sufficient to communicate effectively in person, by phone, and in group settings. Occasional lifting and carrying of materials or equipment. May be required to lift or support individuals in a crisis situation. Ability to manage significant levels of stress, deadlines, or competing demands inherent in a school safety work environment.
