Health Systems Specialist

Summary This position is located at the Oklahoma City VA Health Care System – Office of the Assistant Director. It serves as a Health System Specialist responsible for review, planning, and coordination of the delivery of health care programs throughout the facility. Qualifications Applicants must meet all requirements by the closing date of this announcement – 07/06/2026. Individual Occupational Requirements: Education: Undergraduate and graduate study in hospital administration, public health administration, or related fields such as business or public administration with coursework in health care administration. Specialized Experience: Progressively responsible analytical, administrative, clinical management, or supervisory experience in health care; experience in an operating health care facility or higher organizational echelon; close working relationship with facility managers; analysis/coordination of administrative or clinical activities with knowledge of missions, programs, regulations, and agency systems in budgeting, personnel, procurement. Special Provision for In‑service Placement: Successful completion of an agency‑sponsored on‑the‑job training program with a formal individualized training plan, including assignments providing knowledge of basic health system administration and practical assignments to apply skills; oversight by an experienced administrator. For GS‑12: one year of specialized experience at least to the next lower grade (GS‑11) in health care service administration, continuous quality improvement, data analysis, budgeting, planning, labor/union relationships, advanced management principles, and the ability to analyze and evaluate broad problems. Physical Requirements: Work is primarily sedentary; some slight physical effort may be required, and some travel is required. Requisite experience and education may be substituted as described above. Duties Major duty includes but is not limited to: Responsibility for the study, analysis, evaluation, and formulation of recommendations for the development and improvement of administrative management and operating programs for assigned organizations/departments. Knowledge to identify and participate in resolving the full range of management problems and assists in the development of proposed management programs on a service‑inter‑service medical center or VISN‑wide basis. Provide back‑up support as directed for Executive Assistant staff in the Executive Office to minimize disruption to operations. Use VA data systems, the Internet, and other sources to provide reliable and up‑to‑date data to support decision‑making tools and recommendations. Ensure staff maintain training and support an active inventory of sample documents tailored to the organization's needs. Achieve COR‑2 certification and serve as a COR as directed. Designs and conducts comprehensive analyses of complex functions and processes related to health programs; evaluates new technologies and business practices; recommends best outcome options. Develop management improvement programs or revised policy and procedural requirements for more effective application of administrative management systems such as work measurement, simplification, incentive awards, performance evaluation, management reports, automation, communication, and analysis. Formulate recommendations to include specific plans to correct deficiencies or increase positive accomplishments of administrative practices. Develop criteria to determine measurable work areas and establish quantitative and qualitative production standards. Identify and propose solutions to major management problems that influence program direction; prepare recommendations that impact planning and implementation. Analyze management techniques, practices, processes, and styles to improve organizational effectiveness and efficiency using complex analytic techniques. Possess working knowledge of regulatory bodies such as The Joint Commission (TJC), OIG Comprehensive Healthcare Inspection Program (OIG CHIP), and other audit and survey requirements to advise and recommend appropriately. Plan and conduct broad analytical and evaluative studies of medical facility health care delivery services including administrative and clinical services. Manage human resources, space, equipment, financial resources, and environmental management. Prepare study reports and findings that include substantive and innovative recommendations to improve effectiveness, efficiency, and productivity of the medical facility health care program. Make formal presentations to medical management officials proposing major modifications and improvements regarding facility organization structure and functions. Promote good relations with patients, staff, and community organizations. Process human resource actions, monitor health performance measures, monitor administrative performance measures, and manage change within the systems of care. Participate in developing plans to exceed the facility's Strategic Plan and understand the mission, organization, and programs of the department. Liaise for patient flow, clinical, administrative, and system redesign‑related performance improvement initiatives. Responsible for data management and analysis, process improvement, project management and project planning; work with clinical and non‑clinical staff and leadership at all levels.
