The City of Johnson City, Tennessee is accepting online applications for a Real Time Crime Center Manager with the Police Department. The employee performs advanced professional and managerial work in the planning, coordination, supervision, and operation of the Real Time Crime Center (RTCC); provides real-time intelligence and technological support to sworn personnel; does related work necessary to efficient operation of the Police Department. The work in this class involves highly responsible technical, analytical, and supervisory duties related to the management of law enforcement intelligence systems and real-time crime technologies. Work requires independent judgement, strategic planning, and technical expertise. The employee exercises considerable discretion in policy interpretation, system implementation, and operational decisions. Supervision is exercised over assigned personnel. Work is reviewed through conferences, performance outcome, and analysis of crime reduction effectiveness.
Essential functions of position:
General Duties
- Directs and manages daily operations of the Real Time Crime Center;
- Supervises civilian analysts and/or sworn personnel assigned to the RTCC;
- Develops policies, procedures, and operational guidelines for RTCC;
- Provides real-time intelligence support to patrol officers, detectives, and command staff;
- Monitor calls for service via Computer Aided Dispatch (CAD) systems and public safety radio transmissions;
- View and analyze all available video assets for criminal activity;
- Monitors and manages public safety technology systems including but not limited to:
- Automated License Plate Readers (ALPR)
- Public Safety camera systems (PTZ and fixed)
- Video management platforms
- Crime analytics software
- CAD and RMS integrations
- Gunshot detection devices
- Public Safety Radio Transmissions
- Conducts crime analysis and produces intelligence reports;
- Oversee scheduling, employee performance, and training or RTCC personnel
- Coordinates RTCC operations during major incidents, critical events, and special operations;
- Supports data-driven policing initiatives;
- Ensures proper evidence handling, documentation, and digital retention of evidence in compliance with legal protocols and department policy;
- Acts as departmental liaison with technology vendors, IT, legal counsel, and external agencies;
- Ensures compliance with privacy laws, public records statutes, and departmental policy;
- Manages system audits, data validation, and quality control;
- Develops training programs for RTCC staff and sworn users;
- Prepares budget recommendations and technology upgrade plans;
- Tracks system performance metrics and effectiveness;
- Responds to after-hours incidents as required;
- Maintains confidentiality of sensitive law enforcement information;
- Performs related work as required
- Work closely with ETSU staff to coordinate internship program for staffing
Required Knowledge, Skills, and Abilities:
- Thorough knowledge of modern law enforcement operations;
- Thorough knowledge of crime analysis principles and intelligence processes;
- Strong understanding of public safety technology systems;
- Ability to manage multiple complex systems simultaneously;
- Ability to analyze data and produce operational intelligence;
- Ability to supervise and evaluate staff performance;
- Ability to communicate effectively both orally and in writing;
- Ability to establish and maintain effective working relationships with law enforcement personnel, city officials, and external partners;
- Ability to exercise sound judgement in high-pressure situations;
- Ability to maintain strict confidentiality and ethical standards.
Acceptable Experience and Training:
Completion of high school diploma or equivalent; Bachelor's degree preferred in the area of Criminal Justice, Information Systems, Public Administration, Intelligence Studies, or related field. Minimum (5) years' experience in law enforcement operations, intelligence analysis, or public safety technology. Supervisory experience preferred. Equivalent combinations of education and experience may be considered. Pre-employment physical, drug screening and background check required.
