Duties

Help

As a Supervisory Nuclear Engineer (Group Head), NN-0840-04 , you will:

  • Serve as a Supervisor/Group Head, providing both technical and administrative supervision including planning/assigning work, planning/setting priorities, developing performance elements, evaluating performance, and providing advice, counsel, or instruction on other work and administrative matters.
  • Serve as a subject matter expert for the research, development, design, acquisition, specification, construction, inspection, installation, certification, testing, overhaul, refueling, operating practices and procedures, maintenance, supply support, and ultimate disposition of naval nuclear propulsion plants.
  • Provide engineering advice, guidance and assistance to program offices or site managers on the interpretation and application of technical requirements and policies, evaluation of modifications and/or alternative approaches, and corrective actions as required. Develop internal policy guidance and other documents which may lead to changes in policy or program direction.
  • Participate in a technical advisory capacity and represent the interests and position of the office in meetings, panels, and conference with other federal agencies, state agencies, national laboratories, contractors, and/or other stakeholders to present briefings/speeches, evaluate and assess technical research and development reports and plans, and present issues, problems, impacts, and solutions.
  • Participate on ad-hoc teams comprised of other engineers in the government and the private sector in conducting broad policy studies. Provide oversight and coordinating with diverse entities such as organizations within the Navy, Department of Defense, Department of Energy, reactor plant design laboratories, and shipyards.
  • Perform a variety of duties associated with Naval Nuclear Propulsion work, including (but not limited to): VIRGINIA Class Submarines/UK Technology Exchange, Commissioned Submarines, Advanced Submarines, Prototype/MTS Ship Operations, Reactor Refueling, Reactor Engineering, Surface Ship Systems, Instrumentation and Control, Reactor Plant Components/Auxiliary Equipment, New Ship Designs, Surface Ship Propulsion, Advanced Technology, Nuclear Technology, Reactor Materials, Nuclear Components, Regulatory Affairs, Shipyard Matters, and/or Reactor Safety.

  • Compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity which will require that you provide two forms of identification.
  • First time supervisors will be required to serve a 1-year probationary period.
  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified in this announcement. Situational telework may be approved.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.

Qualifications

In addition to demonstrating the basic requirement listed in the education section of this announcement, applicants must also demonstrate possession of specialized experience.

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level NN-03, or GS-13 in the Federal service.

Specialized experience for this position is defined as performing duties such as: Professional knowledge of the theories principles, practices, and techniques of naval nuclear propulsion, mechanical, electrical, and chemical engineering applicable to the full range of engineering duties concerned with the administration, management, planning, and evaluation of contractor activities involving health and safety precautions, propulsion plant design changes and ship construction.

All Professional Engineering Positions:

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule (GS) position under a non-temporary appointment in the competitive or excepted service at the, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Few exceptions are outlined in 5 CFR 300.603(b).

Education

Basic Requirements:

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background

must be demonstrated by one of the following:

  1. Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  2. Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  3. Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  4. Related curriculum Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive).

For Professional, Scientific and Engineering Positions: If qualifying on the basis of an alternate method, i.e., professional license, you must submit official documentation to support your claim with your application package. If selected for the position you will be required to submit official transcripts prior to onboarding.

Education must be from an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

Foreign Education: Education completed in foreign colleges or universities may be used to meet the qualification requirements. You must show the education credentials have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials and such education has been deemed equivalent to that gained in an accredited U.S. education program.
