Public Health Nurse Supervisor (RN)

Job Summary The Public Health Nurse Supervisor leads diverse nursing teams, supervises staff, provides clinical and operational guidance, and ensures high‑quality health care and education services. This full‑time, regular position is located within the Strengthening Families Division of the Tacoma‑Pierce County Health Department. Salary range: $103,958.40 – $111,280.00 annually, open to negotiation based on experience and qualifications. Essential Functions Provide supervision and technical expertise to ensure quality disease prevention, investigation and management services. Coordinate and communicate with hospitals, schools, businesses, and community partners to provide services, complete investigations and offer technical assistance. Work with Program Manager and Division Director to develop team strategy, manage program contracts and meet funding deliverables. Examples of Key Duties Supervise and coordinate the work of nurses, clinical staff, professionals and administrative employees in the program. Direct staff work to achieve program, project and department goals. Provide regular performance feedback, conduct performance reviews and manage check‑ins. Manage staff with varied needs and personalities effectively, resolving interpersonal issues discreetly. Partner with HR on investigation and resolution of disciplinary matters, issuing discipline as needed. Ensure compliance with department policies on hours worked, ethics, time off and harassment. Audit and approve timecards and time‑off requests in a timely manner. Mentor and coach staff, develop training plans and ensure proper onboarding. Allocate program resources such as vehicles, training funds and purchasing dollars. Review and evaluate processes, applying quality tools for continuous improvement and creating workflows and documentation. Forecast staffing needs and present to the Clinic Coordinator or Program Manager. Provide backup support to nursing staff and, where appropriate, to the Program Manager. Collaborate with the clinical team on complex case direction. Conduct health assessments, provide guidance, education and treatment per medical orders. Ensure employee safety trainings and requirements are completed. Participate in Title XIX Medicaid Claiming Program as required. Perform other duties as assigned. Safety & Emergency Preparedness Adhere to all workplace and trade safety laws, regulations, standards and practices. Follow procedures for preventing and responding to unsafe or emergency situations, reporting unsafe practices. Operate equipment, tools, machinery and vehicles safely, reporting accidents or injuries. Understand and apply the knowledge and skills necessary to perform assigned emergency response role. Knowledge and Skills Intermediate knowledge of Microsoft Office, electronic medical records, and collaborative office software such as Zoom. Intermediate knowledge of local, state and federal laws applicable to this work, including wage and hour law. Intermediate knowledge of department policies, procedures, and collective bargaining agreement. Knowledge of professional and public health nursing principles, trauma‑informed and patient‑centered care, community health problems, preventative measures and community resources. Knowledge of public health and nursing principles relating to inequitable access to healthcare and social determinants of health. Knowledge of epidemiological analysis, surveillance methods and concepts. Knowledge of motivational interviewing and trauma‑informed care for clients navigating behavior change. Knowledge of therapeutic communication techniques. Demonstrated ability to adapt and work effectively in a fast‑paced, high‑stress environment. Knowledge of program planning, development rules, policies and procedures. Skilled in planning, organizing and leading work activities to meet objectives. Skilled in coaching, mentoring, training and educational outreach. Skilled in entering, analyzing and assessing data. Skilled in maintaining sensitive and confidential data and using discretion when sharing information. Skilled in communication: Listens actively and communicates effectively. Asks clarifying questions. Understands and learns from others, responds appropriately. Grasps written information and applies it to work situations. Conveys ideas and facts clearly to the audience. Qualifications Bachelor’s degree in public health, nursing, healthcare administration or related field required (BSN required for some programs). Four years of nursing experience in a healthcare or public health setting. Preferred experience in public health. Minimum two years of experience in a clinical supervisory or lead role. Professional Certifications, Licensure, and Other Requirements Current Washington State Registered Nurse License (or multi‑state endorsement) required. Valid driver’s license and acceptable driver’s abstract required for some programs. Basic Life Support (BLS) for health‑care providers and AED certifications required within 90 days of hire. Immunizations and screening required at hire and annually based on program area. Working Conditions & Physical Requirements Environment: trauma‑informed, patient‑centered office, clinical or community setting; may include visits to patient residences. Potential exposure to communicable diseases, bloodborne pathogens, biohazards and harsh work climate (e.g., substance use counseling). Requires up to 100% in‑person work and frequent direct interaction with patients, the public and community partners. Physical and cognitive demands include sitting or standing continuously, reading documents, using a computer, operating machinery, lifting up to 50 lb, and responding to emotional stressors. Travel: local or regional to meet clients, conduct business or provide training as needed. Tools and Equipment Standard office furniture and equipment (desk, filing cabinet, computer, printer, telephone, fax machine, copy machine). Standard medical equipment (blood‑pressure cuff, stethoscope, baby scale). Travel Local or regional travel to meet with clients, conduct business or provide training.
