The Senior Cloud Migration Project Manager will lead the planning, coordination, and delivery of enterprise cloud migration initiatives supporting a large-scale Medicaid technology modernization program.

This position is responsible for managing the migration of applications, data, and infrastructure into cloud environments while coordinating technical teams, business stakeholders, security personnel, vendors, and executive leadership. The Project Manager will maintain ownership of project schedules, system dependencies, migration readiness, risks, budgets, cutover activities, and status reporting.

This is a hands-on delivery role for an experienced IT project manager who understands cloud migration fundamentals and can manage multiple technical workstreams in a complex, fast-moving enterprise environment.

Key Responsibilities

• Serve as the Cloud Migration Project Manager for the migration of enterprise applications, infrastructure, and data into cloud environments.
• Develop and maintain comprehensive cloud migration project plans covering scope, schedules, milestones, resources, system dependencies, cutover requirements, and rollback strategies.
• Lead the daily execution of cloud migration workstreams and track progress against approved schedules and milestones.
• Ensure project schedules accurately reflect technical dependencies, resource constraints, and sequencing requirements.
• Coordinate activities across cloud architects, engineers, security teams, networking teams, application owners, data teams, vendors, and business stakeholders.
• Serve as the primary point of contact for technical teams, business units, vendors, project leadership, and executive stakeholders.
• Provide clear and consistent project status updates to both technical and non-technical audiences.
• Coordinate workloads and dependencies across multi-cloud or hybrid-cloud environments.
• Partner with architects and engineers to align migration activities with approved target-state designs.
• Identify project and migration risks early and develop appropriate mitigation and contingency strategies.
• Maintain project risk, action, issue, decision, and lesson-learned documentation, including CRAIDL logs.
• Manage project changes through established review, approval, documentation, and communication processes.
• Plan and coordinate application cutovers, go-live events, readiness reviews, stakeholder communications, and contingency activities.
• Conduct post-milestone and post-implementation reviews to document lessons learned and improvement opportunities.
• Monitor project budgets and resource utilization in coordination with designated financial and program personnel.
• Support forecasting of cloud-related expenditures during the migration and transition period.
• Coordinate resource schedules across internal personnel, contractors, consultants, and external vendors.
• Maintain project documentation in accordance with organizational standards and governance requirements.
• Perform additional project management duties as assigned by the Project Management Office lead.

Required Qualifications

• Bachelor’s degree in Information Technology, Computer Science, Business Administration, Project Management, or a related field.
• Equivalent relevant professional experience may be considered in place of a degree.
• Three to five years of project management experience.
• At least two years of experience managing cloud, infrastructure, or enterprise technology projects.
• Demonstrated experience delivering large-scale enterprise IT projects involving significant budgets, multiple teams, and cross-departmental dependencies.
• Experience managing projects through the full delivery lifecycle, including initiation, planning, execution, monitoring, cutover, implementation, and closeout.
• Working knowledge of at least one major cloud platform:

• Familiarity with common cloud migration strategies, including:
• • Lift-and-shift
  • Re-platforming
  • Re-architecting
• Strong understanding of Agile, Scrum, Waterfall, or hybrid project management methodologies.
• Experience managing project schedules, milestones, budgets, risks, issues, decisions, dependencies, and resource plans.
• Proficiency with project management and collaboration platforms such as Jira, Microsoft Project, Microsoft Planner, or comparable tools.
• Excellent written and verbal communication skills.
• Ability to translate complex technical information into clear business language for non-technical stakeholders.
• Strong organizational skills and the ability to manage multiple concurrent workstreams.
• Demonstrated problem-solving ability and a calm, structured approach when responding to project challenges.
• Collaborative leadership style with the ability to build trust across technical, business, vendor, and executive teams.
• Ability to operate effectively in ambiguous and rapidly changing technical environments.

Preferred Qualifications

• Experience managing migrations involving multiple cloud providers or hybrid-cloud environments.
• Project Management Professional certification.
• Certified ScrumMaster certification or comparable Agile credential.
• Familiarity with cloud networking, cybersecurity, access management, and data migration considerations.
• Exposure to infrastructure-as-code practices and tools such as Terraform.
• Familiarity with DevOps practices and continuous integration and continuous delivery pipelines.
• Experience supporting healthcare, Medicaid, government, or other highly regulated technology environments.
• Experience coordinating cloud migration cutovers and enterprise go-live activities.
• Familiarity with cloud cost forecasting and financial management during migration projects.
• Experience maintaining CRAIDL or similar project governance logs.

Reporting and Documentation Requirements

The Project Manager will prepare and submit weekly progress and status reports documenting:

• Hours worked each day.
• Accomplishments completed during the reporting period.
• Progress against planned project activities.
• Current risks, barriers, issues, and schedule delays.
• Activities planned for the next reporting period.
• Anticipated challenges and proposed mitigation strategies.

The selected consultant will also be responsible for maintaining accurate monthly timesheets and supporting project documentation in accordance with established submission and approval schedules.
