** Job Title: Field Foreman **
** Department: ** Operations & Maintenance
** Reports To: ** General Manager
** Location: ** Mountain Park Master Conservancy District – Mountain Park, Oklahoma
** Position Summary **
The Field Foreman is responsible for planning, supervising, and participating in the daily operation, maintenance, construction, and repair of the Mountain Park Master Conservancy District’s water delivery system. This position provides leadership to field personnel while ensuring the safe, efficient, and reliable delivery of water to municipal, agricultural, industrial, and military customers.
The Field Foreman serves as the primary field supervisor and is expected to lead by example through strong work ethic, sound judgment, and commitment to safety.
** Essential Duties and Responsibilities **
** Leadership **
- Supervise and coordinate daily work assignments for field crews.
- Train, mentor, and evaluate field employees.
- Promote teamwork and maintain a positive work environment.
- Ensure employees follow all District policies and safety procedures.
- Conduct safety meetings and daily job briefings.
** Water System Operations **
- Monitor and maintain canals, pipelines, pump stations, reservoirs, valves, gates, and related infrastructure.
- Schedule preventative maintenance and emergency repairs.
- Respond to water system failures, leaks, equipment breakdowns, and emergencies.
- Assist with water deliveries and operational scheduling.
- Ensure uninterrupted service to approximately 50,000 customers and critical infrastructure, including Altus Air Force Base.
** Equipment & Maintenance **
- Operate and oversee the use of heavy equipment, tractors, excavators, skid steers, loaders, dump trucks, mowers, and other maintenance equipment.
- Inspect and maintain District vehicles and equipment.
- Coordinate repairs with mechanics and outside contractors when necessary.
- Maintain inventory of tools, parts, and supplies.
** Construction & Projects **
- Oversee construction and maintenance projects.
- Read and interpret plans, maps, and engineering drawings.
- Coordinate contractors working on District facilities.
- Ensure projects are completed safely, on schedule, and within budget.
** Safety & Compliance **
- Enforce OSHA and District safety standards.
- Conduct routine inspections of equipment and facilities.
- Investigate accidents and document incidents
** Administrative Responsibilities **
- Maintain accurate maintenance records.
- Prepare daily work reports.
- Assist with budgeting for maintenance projects.
- Track equipment hours and employee time.
- Communicate operational needs to management.
** Minimum Qualifications **
- High school diploma or GED.
- Five years of experience in water distribution, construction, heavy equipment operation, or utility maintenance.
- Minimum of two years in a supervisory or crew leadership role preferred.
- Valid Oklahoma driver’s license.
- Ability to obtain a CDL (preferred or required within a specified time).
** Knowledge, Skills, and Abilities **
- Strong leadership and supervisory skills.
- Knowledge of municipal and agricultural water delivery systems.
- Ability to troubleshoot mechanical and hydraulic systems.
- Experience operating heavy equipment safely.
- Ability to read maps, blueprints, and engineering drawings.
- Strong communication and organizational skills.
- Basic computer skills, including Microsoft Office and maintenance management software.
- Ability to prioritize multiple projects and emergency situations.
** Physical Requirements **
This position requires the ability to:
- Lift up to 75 pounds.
- Work outdoors in extreme Oklahoma weather conditions.
- Walk long distances over rough terrain.
- Climb ladders and work around water.
- Operate heavy equipment and vehicles.
- Be available for emergency call-outs, weekends, holidays, and after-hours work when necessary.
** Working Conditions **
The Field Foreman works in a combination of office and outdoor environments, including canals, pump stations, reservoirs, construction sites, and remote District facilities. The position requires exposure to weather extremes, moving machinery, water hazards, and uneven terrain.
** Preferred Qualifications **
- CDL Class A or B.
- Heavy equipment certifications.
- Experience with SCADA systems.
- Welding and fabrication experience.
- Mechanical and electrical troubleshooting skills.
- Knowledge of irrigation systems, reservoirs, and large-diameter pipelines.
