New York State Department of Health – Center for Health Data Innovation (CHDI) Project/Program: All-Payer Database (APD)

Position Summary:

The New York State Department of Health is seeking an Expert Software Developer to support various healthcare data initiatives within the Center for Health Data Innovation (CHDI).

CHDI is responsible for data collection and data warehousing for major healthcare systems, including the Statewide Planning and Research Cooperative System (SPARCS) and the All-Payer Database (APD).

SPARCS has been operational since 1982 and collects data from more than 400 facilities, processing over 40 million discharge-level transactions annually and maintaining more than 40 calendar years of data.

The APD has been operational since 2018 and collects data from more than 80 insurers, processing over 800 million claim-level transactions annually and currently warehousing seven calendar years of data.

The selected consultant will support the design, development, implementation, and maintenance of Java-based applications and healthcare data systems.

The consultant will work closely with program staff, business analysts, technical managers, vendors, data analysts, and contractors to ensure that software solutions meet program requirements and support critical healthcare data operations.

Responsibilities:

• Work with program staff and business analysts to analyze data requirements, reporting requirements, business and workflow processes, data flows, and system interfaces.
• Coordinate with vendors, data analysts, and contractors to perform gap analysis and develop logical designs.
• Work with business analysts and developers to perform data extraction, transformation, and related data processing activities.
• Collaborate with the technical manager to ensure that the team implements appropriate software solutions that meet program and business requirements.
• Design, develop, test, implement, deploy, and maintain Java-based applications.
• Support healthcare data intake, data warehousing, submitter tracking, claims, member enrollment, and facility data processing initiatives.
• Develop and support applications utilizing modern JavaScript libraries and modern application development frameworks.
• Develop and maintain applications using Spring Framework, Hibernate, MyBatis, and other Object Relational Mapping technologies.
• Develop and support microservices and cloud-based application architectures.
• Configure and support CI/CD pipelines and application deployment processes.
• Develop and maintain applications utilizing relational and NoSQL databases.
• Support Oracle WebLogic Java applications based on specifications, use cases, class diagrams, interaction diagrams, and sequence diagrams.
• Prepare technical documentation, including use cases, test plans, test scripts, and other project artifacts.
• Compile reports and activity status updates as requested by the Project Manager.
• Work within a matrixed team structure and facilitate collaboration among multidisciplinary teams.
• Translate business and program subject matter information into technical and project artifacts.
• Prepare and execute knowledge transfer activities.
• Follow Department and Division directives, best practices, standards, methodologies, and security requirements.
• Participate in mandatory workplace training and additional technical or program training as required.

Required Skills:

• 84 months of experience in the design, implementation, and deployment of Java applications using modern JavaScript libraries. Experience with healthcare data intake, data warehousing, or submitter tracking systems is preferred.
• 84 months of experience using the Spring Framework.
• 84 months of experience with cloud services such as AWS, including setting up CI/CD pipelines and running microservices for on-premises architecture.
• 84 months of experience using Hibernate, MyBatis, or other Object Relational Mapping frameworks.
• 84 months of experience with relational and NoSQL databases such as Oracle, PostgreSQL, MongoDB, DynamoDB, or similar technologies. Experience with healthcare claims, member enrollment, or facility data is preferred.
• 84 months of experience programming Oracle WebLogic Java applications based on specifications expressed through use cases, class diagrams, interaction diagrams, and sequence diagrams.
• 84 months of experience with technical documentation, including use cases, test plans, and test scripts.
• Bachelor's degree or higher in Computer Science, Information Technology, or a related field from an accredited institution.
