Regulatory Specialist (Exempt)

This is highly specialized technical and consulting work in the field of childcare rules and regulatory/licensure laws in the territory. An employee in this class is responsible for ensuring compliance and recommending appropriate licensure and certification of childcare facilities. Work is performed in accordance with established policies but use of good judgement and independent decision-making is required in the application consulting, enforcement of rules and regulations/licensure laws. This position requires a confidential relationship to a policymaker. Duties (Not All Inclusive) Conducts pre-application consultations. Screens and reviews all applications and accompanying documentation for accuracy and completeness. Conducts licensing investigations including specific inspection of property to determine compliance with fire, sanitation, zoning and building laws and regulations. Conducts quarterly site visits to ensure compliance with all rules and regulations. Provides technical assistance to providers, prospective providers, and other interested persons. Investigates complaints of non-compliance with rules and regulations. Prepares daily, weekly, and monthly narrative reports. Keeps accurate and up-to-date records/files. Prepares written recommendations and required documents for approval or denial of licensure or certification. Prepares written recommendations and required documents for action relative to enforcement of the statute and regulations. Collaborates with inspectors for fire, sanitation, department of planning & natural resources (DPNR) to ensure timely receipt of report from these partner agencies. Performs other related duties as required. Minimum Qualifications Bachelor’s Degree in Early Childhood Education, Child Development, or Elementary Education. Associates Degree with at least two (2) years of work experience, preferably in early childhood care and education, or social services. High School Diploma and at least four (4) years of experience in child development, early childhood education, with a professional credential in a related social services field. Factor 1 – Knowledge Required by the Position Knowledge of principles of early childhood. Skill in Microsoft Office (Excel, PowerPoint, Word, Access, and Outlook). Skill in verbal and written communication. Skill in analytical and problem‑solving. Ability to interpret and explain childcare rules & regulations and licensure law. Ability to communicate effectively with the public and co‑workers. Ability to document observations accurately and to write clear and concise reports. Ability to effectively use the computer and other technology to generate comprehensive reports and required documents. Ability to navigate through and identify various PC applications efficiently. Ability to exercise good judgment and seek guidance as appropriate when confronted with unanticipated problems. Ability to maintain strict confidentiality. Ability to conduct oneself in a professional and courteous manner to represent the best interest of Department of Human Services, Office of Child Care Regulatory Services and the US Virgin Islands Government. Factor 2 – Supervisory Controls The incumbent receives general instructions from a higher-level officer. Employee is expected to perform work independently within the guidelines. Work is reviewed through reports, conferences, monthly meetings etc. for accuracy and completeness. Factor 3 – Guidelines Guidelines include manuals for rules and regulations for childcare facilities, after‑school programs, summer camps, and the childcare facility licensure laws. Factor 4 – Complexity Caseloads are adjusted based on changing policies and procedures. Employee must adhere to all rules and regulations for childcare facilities, after‑school programs, and summer camps, and the childcare facility licensure laws. Factor 5 – Scope and Effect The purpose of work is to provide assistance to childcare providers, prospective providers, and other interested persons. Factor 6 – Personal Contacts Contacts are co‑workers, administrative officials, childcare providers, employees from government or outside agencies, parents, and general public. Factor 7 – Purpose of Contacts Contacts are made to monitor, evaluate and inspect childcare facilities, to provide and gather information relative to licensing procedures, to assist Quality Improvement Specialists with ensuring compliance with V.I. rules and regulations for childcare facilities, after‑school programs and summer camps to ensure the facility’s continued participation in quality improvement initiatives but not limited to Quality Rating Improvement System (QRIS). Factor 8 – Physical Demands Work is mostly sedentary but requires some walking, bending, stooping, and/or standing. Factor 9 – Work Environment Work is primarily performed in the office and out in the field conducting investigations and gathering information.
