ORGANIZATION INFORMATION:
Established in 1984, Equitas Health is a regional not-for-profit community-based healthcare system and federally qualified community health center look-alike. Its expanded mission has made it one of the nation’s largest HIV/AIDS, lesbian, gay, bisexual, transgender, and queer/questioning (LGBTQ+) healthcare organizations. With 17 offices in 11 cities, it serves more than 67,000 individuals in Ohio, Kentucky, and West Virginia each year through its diverse healthcare and social service delivery system focused around: primary and specialized medical care, retail pharmacy, dental, behavioral health, HIV/STI prevention, advocacy, and community health initiatives.

MAJOR AREAS OF RESPONSIBILITIES:
- Provides supervision and oversight for the Quality Department and the annual Quality Management Plan.
- Collaborates with and guides clinic care team members (including providers, medical assistants, dentists, nurses, therapists, and others) to establish quality improvement processes throughout the organization.
- Collaborates with the Chief Medical Officer in improving clinical quality measures across all service lines. Participate in activities associated with evaluating performance.
- Uses existing data systems to identify areas in need of quality improvement. Designs QI programs accordingly.
- Co-Leads organizational governance committees including Patient Experience and Quality Assurance. As a Co-Lead, assists in the preparation and coordination of regularly scheduled meetings and performs all necessary follow-up duties, including clarifying and tracking action items and resulting activities.
- Employs Plan-Do-Study-Act (PDSA) cycles and other tests for change to design and disseminate optimal workflows, in collaboration with care teams and other departments.
- Provides support to care teams, incorporating QI methodologies and transformation strategies into their function and design.
- Understands and applies National Committee for Quality Assurance (NCQA) Patient Centered Medical Home (PCMH) standards and supports care teams to advance adherence to the policies and processes that support high quality care and health outcomes.
- Analyzes and reviews processes, policies and systems on an ongoing basis to ensure they align with current PCMH and HRSA standards.
- Assists in the development, writing, and implementation of policies and procedures pertaining to care-based incentive programs, PCMH, and quality improvement.
- Oversee Medical Records and monitor compliance with all HIPAA regulatory and administration requirements.
- Supervise patient experience specialist and collaborate on quality improvement projects that support patent engagement and satisfaction.
- Provide oversight and supervision to the Compliance Specialist. Ensure peer reviews, audits, and regulatory applications are completed according to policy and procedure.
- Understands data collection and reporting structures as defined by regulation (ex. UDS – Uniform Data System, RSR – Ryan White Services Report), health plan incentives (ex. Ohio Comprehensive Primary Care and Ohio Association of Community Health Centers CIN), and others as warranted
- Ensure timely and accurate UDS and RSR reporting in collaboration with the finance, grants, and informatics departments. Activities minimally include interpreting reporting specifications, auditing reports and reviewing dashboards.
- Collaborate with other departments for organizational data submissions and sharing to external entities. This includes routine data submission for health plan incentives, audits, grants, etc.
- Assesses need for and facilitates education, training and technical assistance for staff to ensure compliance with QI efforts.
- Leads or participates in work teams related to QI and where appropriate, support care team in team building, patient experience, and practice transformation.
- Manages department staff and interns, provides ongoing coaching, feedback and support to build their capacity to further the mission of the organization.
- Demonstrates a positive attitude, flexibility, and ability to develop effective relationships by helping others accomplish tasks and using collaboration and conflict resolution skills.

EDUCATION/LICENSURE:
- Bachelor’s degree in nursing, health services administration, public health, or related field from an accredited college or university.
Knowledge, Skills, Abilities and other Qualifications :
- Minimum of 3 years of professional experience as a manager in a health center or clinical setting.
- Extensive knowledge and experience with implementing quality improvement methods and tools.
- Proficient technology skills: MS Office applications, Outlook, Teams, Electronic Medical Records systems (Epic preferred)
- Experience in analyzing, interpreting, reporting and disseminating data.
- Excellent verbal and written communication skills.
- Knowledge of standard clinical healthcare practice policies and procedures.
- Knowledge of HIPAA privacy and security laws.
- Ability to work independently and efficiently with minimal supervision, including the ability to complete projects in a timely manner in a fast-paced and changing environment with multiple priorities and objectives.
- Possess empathy towards the needs of others with excellent leadership and coaching skills.
- Actively works to maintain a good working relationship and team approach with peers and co-workers.
