Dean, Mathematics, Sciences, and Engineering Position Title: Dean, Mathematics, Sciences, and Engineering Department: Mathematics, Sciences, and Engineering (Dept) Primary Location: Palomar has multiple campus locations (San Marcos, Escondido, Rancho Bernardo and Fallbrook); training may occur at any of these locations and the work location is subject to change depending on future department needs. Requires travel to other District locations. Full or Part Time: Full-Time Category: Administrative Hours per week: Exempt Position Number of Months: 12 months Work Schedule: Exempt Position Grade: 75 Salary: $13,661.86 (step 1) – $16,643.61 (step 5). Step placement may be negotiable depending on education and experience. Administrators with earned doctorates from accredited institutions receive an annual stipend of $1,842.81. Salary/Wage Frequency: Monthly Benefits package includes fully paid insurance for employees and eligible dependents (four medical plans, dental HMO, vision plan), vacation, sick leave, 25 paid holidays, $80,000 employee term life/accident insurance policy, employee long‑term care insurance, Employee Assistance Plan (EAP) with confidential counseling, financial, legal, personal and professional development resources, and additional voluntary insurance options. Estimated maximum employer‑paid value: approximately $31,245.84 annually. Primary Function: Responsible for providing leadership in the planning, organizing, administering, developing and evaluating instructional programs, projects and activities of the assigned instructional division, providing advocacy for faculty and staff in the delivery of quality instructional programs and support services for students, and supervising and evaluating the performance of assigned personnel. Minimum Qualifications: Experience: One year of formal training, internship, or leadership experience directly related to the administrative assignment. For work experience, a “year” is defined as equivalent to 40 hours per week for 12 months. For supervisory experience, the experience must be at a professional level (evaluation and/or discipline of staff). Education: A Master’s degree from an accredited college or university. Only coursework completed at, and degrees awarded by, accredited institutions recognized by the U.S. Department of Education will satisfy the minimum qualifications. Coursework and degrees completed outside of the United States must have transcripts evaluated by an appropriate U.S. credentials evaluation service. Acceptable agencies include the National Association of Credentials Evaluation Services (NACES) ( and the Association of International Credential Evaluators, Inc. (AICE) ( Preferred Qualifications: A degree in Math, Science or Engineering. Administrative experience within Math, Science or Engineering, preferably in a community college. College‑level teaching experience within the division of Math, Science or Engineering. Grant writing and management experience, preferably in Math, Science or Engineering. Demonstrated evidence of a collegial management style consistent with shared governance practices. Licenses and/or Certificates: Possession of an appropriate valid California Driver’s License by time of appointment. Supervision Received From: Assistant Superintendent/Vice President of Instruction Supervision Given: Faculty, Administrative, Supervisory, and Classified Staff within the assigned area of responsibility. Duties and Responsibilities (Essential): Perform full supervisory activities, including selecting and training new employees; planning, assigning, scheduling, and evaluating completed work; approving overtime/compensatory time; preparing and signing performance evaluations; recommending salary reclassifications; responding to grievances and taking disciplinary action; and related activities. Direct, plan, organize, implement, and administer instructional activities and services in the assigned area through department chairs, subordinate managers, and supervisors. Coordinate and integrate functional responsibilities with other District departments to achieve efficient, effective, and customer‑responsive performance. Provide leadership for faculty and staff whose primary functions are to instruct students; initiate program development and work directly with department chairs to plan curriculum additions, modifications, and deletions; set priorities for resource needs; provide program analysis and multi‑year instructional plans; participate in strategic and long‑range instructional planning for the District. Communicate with leaders in the private and public sectors and education agencies to determine needs for new courses and programs; establish advisory committees as appropriate. Coordinate curricula among departments; provide leadership in the development of new programs; recommend instructional policies as necessary. Determine and fulfill needs for other college sites and centers regarding instructional programs and services; ensure proper staffing of classes; administer and evaluate courses and instructional staff with department chairs. Direct instructional‑related services or programs as directed by the Assistant Superintendent/Vice President of Instruction. Prepare or review documents for program and course development in concert with department chairs; produce accurate schedules, catalog information and program publicity. Consult with department chairs to design a schedule of classes to meet student needs; review faculty assignments, monitor schedules and workload for accuracy, and assure accurate and timely attendance reporting. Coordinate and oversee the completion of building construction efforts with faculty; meet with architects and user groups to plan new buildings; work with Facilities staff to ensure building functionality. Communicate with department chairs by holding regular meetings to facilitate planning and collegial decision‑making and keep staff informed about issues and projects affecting the College’s overall instructional program. Exercise leadership in developing the division budget and managing financial resources per District policy and sound financial management principles; allocate and reallocate scarce resources among competing requests for funds. Establish and maintain collaborative working relationships with administrators, faculty, and staff to coordinate programs and services across the curriculum and at all locations to meet student needs; resolve conflicts and issues within the division and between divisions. Evaluate, approve, and process requests for field trips, conference attendance, textbook selection, supply, equipment orders, independent study, credit by exam, course waivers, grade disputes, sabbatical leaves, faculty and staff travel, and other applicable items. Direct, organize, implement, and oversee long‑ and short‑range programs and activities designed to develop specific programs and support the District’s institutional strategic plan. Identify, pursue, and oversee alternative funding sources for programs via grants. Ensure proper use and security of assigned facilities, equipment maintenance, and compliance with health and safety regulations. Direct and participate in compiling, developing, reviewing, and disseminating complex narrative and statistical reports regarding program operations and activities. Facilitate academic partnerships with division faculty, high‑school faculty, and four‑year transfer institutions; ensure maximum course articulation for students. Encourage excellence in teaching; orient new faculty and staff; determine needs for staff development; plan appropriate staff development activities; contribute to record‑keeping for staff development accountability. Analyze requests for staff to meet short‑ and long‑term needs and make recommendations to the Assistant Superintendent/Vice President of Instruction; assist in developing job descriptions for new positions. Organize committees for the faculty hiring process and assure compliance with District personnel policies, procedures, and practices for employment of faculty, classified staff, student workers, and temporary and substitute employees. Evaluate faculty and classified staff and review evaluations of faculty assigned to department chairs according to proper management practices; implement collective bargaining agreements. Encourage diversity of faculty and staff, curriculum, programs, and services to support the diverse student population; support and facilitate compliance with District equal employment opportunity policies, procedures, plans, and services. Marginal Functions: Participate in a variety of committees, task forces, boards, meetings, and/or other related groups. Participate in shared governance through service on planning and operations committees and task forces. Maintain current knowledge of new developments and innovations in community colleges and higher education; recommend changes to maintain relevance of division programs and meet student and community needs. Understanding the needs of the division in the context of the overall instructional program and participating with the management team to set goals and priorities for the College as a whole. Organizing multiple projects and carrying out required project details throughout the year. Evaluating and supporting faculty and staff recommendations for program improvements and/or new program efforts. Managing and overseeing specially funded programs. Conducting advanced‑level research and reporting findings in a clear and concise manner. Developing grant or special projects applications. Working Conditions: Environmental Conditions: Office environment. Physical Conditions: Essential and marginal functions require maintaining physical condition necessary for ambulating for extended periods of time and performing required duties. Must be able to travel between education centers, satellite sites and other District locations. Terms of Employment: The person selected for hire will be required to complete pre‑employment requirements: live scan/fingerprinting, official transcript(s), and TB risk assessment. Other pre‑employment requirements may be required depending on the position. Successful completion of all requirements is mandatory to be eligible for employment.
