Deputy Director Of Community Mental Health Services
The duties of this position involve administrative responsibility for the day-to-day functioning of the Livingston County Mental Health Clinic (Clinic), and providing intensive individual and group therapy for patients with emotional, social, and related problems. The incumbent provides clinical and administrative oversight and also serves as a member of the clinic team working with other staff members in diagnosing and planning treatment and services for patients. The incumbent will also provide consultation services to other community agencies to assist them in understanding and dealing with individual cases. Work is performed in the office and in the field. Supervision is exercised over Mental Health Clinical Therapists, Mental Health Licensed Therapists, Intensive Case Managers, Supportive Care Managers, Community Mental Health Nurses, and other assigned subordinate staff. The work is performed under the administrative supervision of the Director of Community Mental Health Services (DCMHS), with considerable latitude allowed for the exercise of independent judgment in carrying out duties. The Deputy Director of Community Mental Health Services will act generally for and in the place of the DCMHS in their absence, assuming full responsibility in the absence of the DCMHS except where prohibited by New York State Mental Hygiene Law. A Deputy Director of Community Mental Health Services does related work as assigned.
Full performance knowledge, skills, abilities, and personal characteristics: Thorough knowledge of the practices and procedures of social work or psychology; good overall understanding of human behavior; knowledge of current administrative practices in the community mental health field; understanding of fiscal issues affecting the provision of patient care and department operations; ability to maintain confidentiality; ability to interpret Federal, State, and local laws and regulations affecting mental health programs; ability to understand and follow oral and written instructions; ability to communicate effectively both orally and in writing; ability to study, diagnose, test where appropriate, and clinically treat individuals experiencing mental and/or emotional issues; ability to establish and maintain effective working relationships with others; ability to get along well with subordinates and peers and to secure their cooperation; ability to plan, direct, train, supervise, and accept responsibility for the work of others; ability to get along well with clients, physicians, and other service providers; ability to understand and empathize with the needs and concerns of others; ability to prepare draft budgets; ability to analyze, organize data, and prepare clear and accurate reports and budgets; ability to prepare and present oral and written reports; ability to interpret the goals of the agency; ability to organize work effectively; physical condition commensurate with the demands of the position.
Typical Qualifications
Applicants must meet all requirements for one of the following qualification options in order to be approved for examination and/or appointment
- Training/Education - A psychologist. - Possession of a Master's degree in social work.
- General experience - Three (3) years of full-time, paid experience providing clinical mental health services or mental health case management services to patients.
- Supervisory experience - Three (3) years of full-time, paid supervisory experience of staff who provide direct, professional mental health services to clients/patients: (1) providing direction and oversight regarding the performance of job duties; (2) ensuring compliance with law, regulations, and professional standards; and (3) ensuring compliance with and enforcement of employment standards.
- License/Certification - Currently licensed by NYSED;ANDPossession of a valid New York State driver's license. - Currently licensed as a Licensed Clinical Social Worker by NYSED;ANDPossession of a valid New York State driver's license.

- Appropriate professional licensure must be maintained in good standing throughout employment.
- Appropriate driving license must be maintained throughout employment.
- A driving record evidencing safe and responsible vehicle operation is required.
- Must authorize and execute any necessary releases to enable the appointing authority to verify licensure and driving history involving violations and/or crimes.

In order to be eligible for a permanent appointment to the position, the provisional appointee must pass the exam and be ranked 1, 2, 3, or be tied in score with the individual ranked number 3 of those who are willing to accept appointment to the position. It should be understood that even if the provisional appointee is eligible for appointment, the employer may choose another candidate to fill the position on a permanent basis. Questions regarding provisional appointments should be directed to the Livingston County Human Resources Department. NOTE: Livingston County residency is not a requirement for this position. However, Livingston County residents will be given preference in the hiring process.
