Position Overview
SLAC National Accelerator Laboratory is seeking an experienced Deputy Electrical Safety Officer to support the implementation, oversight, and continuous improvement of the Laboratory's Electrical Safety Program. Reporting to the Electrical Safety Officer (ESO), this position serves as a key technical leader responsible for electrical safety program execution, electrical code compliance, equipment safety evaluations, lockout/tagout oversight, and institutional electrical safety initiatives across a world-class scientific research environment.
The Deputy Electrical Safety Officer works collaboratively with Facilities & Operations, Engineering, Research Divisions, Project Management, and ESH personnel to ensure compliance with applicable electrical safety requirements while supporting SLAC's scientific mission. This position serves as the primary backup to the Electrical Safety Officer and provides technical leadership on complex electrical safety matters involving conventional facilities, experimental systems, and research equipment.
Key Responsibilities
Electrical Safety Program Leadership
Serve as the designated Deputy Electrical Safety Officer for SLAC National Accelerator Laboratory. Assist the Electrical Safety Officer in the administration, implementation, and continuous improvement of the Laboratory's Electrical Safety Program.
Support the Electrical Safety Committee and participate in the development of electrical safety policies, procedures, standards, and guidance documents.
Provide technical guidance regarding compliance with NFPA 70, NFPA 70E, OSHA, Cal/OSHA, DOE requirements, and applicable SLAC standards.
Act on behalf of the Electrical Safety Officer during designated absences and support succession planning for critical electrical safety functions.
Electrical Safety Compliance and Technical Support
Provide technical review and consultation regarding electrical installations, energized work, lockout/tagout activities, and electrical hazard assessments.
Support review of complex electrical work plans, energized electrical work permits, and hazard analyses.
Assist organizations throughout the Laboratory in implementing safe work practices on electrical systems ranging from low voltage systems through utility and research distribution systems.
Conduct field assessments, inspections, and evaluations of electrical work activities, electrical installations, and electrical safety controls.
Participate in readiness reviews, commissioning activities, and operational assessments involving electrical systems.
Electrical Equipment Safety Program
Provide stewardship and quality assurance oversight of the Electrical Equipment Inspection Program (EEIP) and assist with training for our Electrical Equipment Inspectors.
Evaluate non-listed, custom-built, research, and experimental electrical equipment for compliance with applicable safety requirements.
Coordinate field evaluations of electrical equipment in accordance with NFPA 790, NFPA 791, NFPA 70, and applicable DOE requirements.
Develop and maintain inspection processes, training programs, and quality assurance measures related to equipment safety evaluations.
Lockout/Tagout and Hazardous Energy Control
Provide oversight and quality assurance support for the Control of Hazardous Energy (CoHE) and Lockout/Tagout (LOTO) Program.
Conduct assessments of hazardous energy control practices and verify compliance with regulatory and institutional requirements.
Assist organizations in developing and implementing safe energy isolation procedures for electrical and non-electrical hazards.
Training, Assessments, and Continuous Improvement
Develop and deliver electrical safety training programs for employees, subcontractors, and subject matter experts.
Support electrical worker qualifications and authorization programs.
Participate in program assessments, audits, investigations, and corrective action reviews.
Analyze trends, lessons learned, and performance indicators to identify opportunities for program improvement.
Support occurrence reporting, incident investigations, and causal analyses related to electrical safety events.
Provide and/or oversee classroom and practical training in support of our Control of Hazardous Energy (CoHE) and Lockout/Tagout (LOTO) Programs.
Provide and/or oversee classroom and practical training to support any other electrical safety courses as assigned.
Collaboration and Customer Service
Build and maintain strong working relationships with Facilities & Operations, Engineering, Research Divisions, Project Management, and ESH personnel.
Serve as a trusted technical resource for electrical safety matters across the Laboratory.
Promote a culture of safety, compliance, professionalism, and operational excellence.
Required Qualifications
Bachelor's degree in Electrical Engineering, Electrical Engineering Technology, Occupational Safety, Industrial Technology, or a related technical discipline and five years of relevant experience; or a combination of education, technical training, professional certifications, and ten years of progressively responsible experience in electrical safety, electrical systems, electrical inspections, engineering, construction, operations, maintenance, or code compliance that demonstrates the knowledge, skills, and abilities required to perform the position.
Minimum of 10 years of progressively responsible experience involving electrical systems, electrical safety, code compliance, inspections, operations, maintenance, engineering, or construction.
Demonstrated experience with electrical safety programs, electrical hazard analysis, lockout/tagout, and electrical code compliance.
Working knowledge of:
NFPA 70 (National Electrical Code)
NFPA 70E (Electrical Safety in the Workplace)
OSHA and Cal/OSHA regulations
DOE electrical safety requirements and guidance
Experience evaluating electrical equipment, installations, and work practices in industrial, utility, construction, laboratory, or research environments.
Strong written and verbal communication skills.
Ability to work effectively in a highly collaborative, matrixed organization.
Preferred Qualifications
Professional Engineer (PE) license.
NFPA Certified Electrical Safety Compliance Professional (CESCP).
ICC Electrical Inspector and/or Electrical Plans Examiner certification.
Experience within a DOE National Laboratory, university research institution, semiconductor facility, utility, or other highly regulated environment.
Experience with non-listed equipment evaluations, laboratory research systems, and experimental electrical equipment.
Experience conducting incident investigations, assessments, and program audits.
