The City of Shoreline is experiencing an increased need for parking enforcement due to both transit-oriented development and transit-related parking occurring within residential parking areas. The Parking Enforcement and Expanded RPZ Program includes 2 full-time Parking Enforcement Officers and is part of the City Manager's Office. To perform routine duties associated with parking compliance and parking enforcement throughout the City. Interacts directly with the general public to ensure parking compliance and to improve and enhance public relations. To enforce federal, State and local regulations and restrictions related to parking and abandoned vehicles; determine violations; issue citations, take appropriate action when needed; and provide information and assistance to the public as warranted. SUPERVISION RECEIVED AND EXERCISED

WORKING CONDITIONS
Environmental Conditions : Works mainly outdoors, sometimes during periods of inclement weather. Outdoor work exposes employee to fumes, vapors and other common conditions from vehicular traffic. Works indoors in a clean, climate-controlled workspace. Sits in and operates a vehicle for extended periods of time. Required to wear a uniform while on duty.
Work schedule is shift based:
Monday - Friday 12:30 pm - 9:00 pm
May be subject to disgruntled and hostile individuals requiring the use of conflict management skills; frequently required to perform work in confidence and under pressure; standard hazards involved in working in an office position.
Physical Conditions: Must be able to perform the essential functions including sitting, standing, walking, climbing, stooping, lifting up to 25 pounds, pulling, pushing, balancing, etc.; frequent and repeated dexterity of hands and fingers to operate general clerical office equipment and to write and issue citations, file papers. All benefit allocations are prorated for part-time regular staff. Each full-time regular employee receives Tier I allotment per month to buy benefits for themselves and family members, including domestic partners. If the employee does not use the entire allotment, the remaining amount goes into a deferred compensation (457) plan. If the cost is greater than Tier I allotment, the employee moves to Tier II allotment and is able to receive an additional contribution from the City of up to a current year total amount. Mandatory coverage includes Life Insurance, Long Term Disability, PERS (State retirement) and 401a social security replacement plan. The City does not contribute to Social Security but to 401(a) retirement plan.
Optional coverage includes Regence, Kaiser, Delta Dental, Willamette Dental, Vision, Flexible Spending Accounts for medical and/or childcare costs, Employee Assistance Program, Voluntary Life & ADD Insurance, Voluntary Accident Insurance and Voluntary Critical Illness Insurance. The City of Shoreline is qualifying employer. Our employee may qualify for federal student loan balance forgiveness after 10 years of public service employment while making qualifying payments.
The City also provides free ORCA passes. Eleven holidays are observed along with two personal days are provided each year. Additional three management days are included for exempt employees. Vacation starts at 11 days per year. Sick leave is accrued at 8 hours for remote work eligible positions. Positions not eligible for remote work accrue 10 hours of sick leave per month.

Essential Functions :
- Promote parking compliance in the city through enforcement of parking regulations, restrictions and municipal code, either in an assigned vehicle or on foot.
- Use tire marking device or license place reader to determine parked vehicles use of time-limited parking areas; patrol areas to ensure vehicles have been removed.
- Patrol the city to locate and respond to reports of abandoned vehicles in violation of State and local regulations, restrictions, and municipal code; process and abate abandoned vehicles as outlined in State and local regulations, restrictions, and municipal code, including issuing parking citations, conducting abatement, ensuring vehicle owners and/or lien holders are provided with up-to-date information, and coordinating with other City departments for abandoned vehicle issues.
- Monitor and enforce regulations dealing with disabled parking and fire lane areas.
- Maintain working relationships with towing agencies, vehicle dismantling agencies, and other vehicle recyclers, including providing all documentation to such agencies as required.
- Provide testimony relative to issuance of parking citations and abandoned vehicles in Municipal Court on behalf of the City as required.
- Compile reports and statistics as assigned; perform clerical and record processing tasks; compile daily activity reports; computer database entry of parking citations; prepare documentation for Citation Review Committee hearings.
- Create legible, accurate, and complete documentation, defensible in court in accordance with relevant regulations and statutes.
- Serve as liaison between the Police Department and residents and business owners concerning parking issues, abandoned vehicles, and other concerns.
- Communicate over a two-way radio with administrative support services staff and police to provide information about parking enforcement activities or report emergencies and criminal activities, as needed. Review and recommend changes to City parking regulations, restricts, and municipal codes.
- Perform traffic control duties as directed.
- Report unusual activity or situations observed, such as potential hazards, downed signs or other related situations to appropriate City departments.
- Refer unusual or problematic cases to supervisor for resolution.
- Respond to public complaints and inquiries for information related to parking compliance and parking enforcement.
- Serve as staff on a variety of committees.
- Attends and participates in various community events and professional group meetings as required.
- Perform related duties and responsibilities as required.

- Must obtain and maintain any required certifications relating to various data systems.
- Must pass a Criminal Justice Information System (CJIS) compliant background check through the King County Sheriff's Office; process includes a polygraph test.
- Valid first aid /CPR certificate or ability to obtain within 3 months of employment.
- Current Washington State Flagger Certification or ability to obtain within 6 months of employment.
Employment is contingent upon successfully passing a Criminal Justice Information System compliant background check.
