Description of Duties
As the Clinical Director, you will lead and manage all aspects of medical care within a secure detention facility. This role combines direct patient care with oversight of clinical operations, ensuring high‑quality, compliant healthcare services for individuals in custody, including family units. You will guide clinical staff, set standards for care delivery, and maintain adherence to regulatory and ethical requirements across the facility.

Starting at $200/hr
Required Education, Licensure, and Experience
- The Clinical Director shall have a Doctor of Medicine or Doctor of Osteopathic Medicine from a university in the United States or from a foreign medical school that provides education and medical knowledge equivalent to accredited schools in the United States or any of its territories.
- Current, full, and unrestricted license to practice medicine in the state in which the duty station is located, maintained in a permanent, full, and unrestricted status during the term of employment. Any changes to licensure must be reported to the employer immediately.
- Must have and maintain an unrestricted license from the Drug Enforcement Administration (DEA) to prescribe controlled medications in the state in which the duty station is located.
- A minimum of six years post‑residency experience providing direct patient care as a board‑certified or eligible physician in Internal Medicine, Family Medicine, or Preventive Health, and a minimum of three years of experience in clinical supervision and leadership to other medical professionals and ancillary clinic staff.
- Have and maintain the BLS for Healthcare Providers certification through the American Heart Association.
- Experience in a detention/correctional or residential healthcare setting (preferred, not required).

Required Knowledge, Skills, and Abilities
- Excellent current knowledge of the standards of practice in clinical medicine.
- Mastery of managerial and administrative practices, including routine management of ambulatory clinic functioning.
- Ability to review medical cases/records for appropriateness of care and provide recommendations for management.
- High degree of independence, initiative, clinical judgment, and follow‑through on a wide range of sensitive, complex, and clinical issues.
- Ability to serve as a clinical expert, providing technical assistance and consultation to clinic medical staff.
- Ability and proficiency to properly use equipment, materials, and supplies involving primary care diagnostic and treatment procedures.
- Teaching experience acknowledging a level of expertise and capacity for developing and accessing clinical educational programs.
- Knowledge of issues confronting the healthcare delivery system, including specific problems and concerns of special population groups.
- Knowledge of program policies and guidelines, and operating procedures relating to healthcare delivery systems.
- Ability to work in a multi‑cultural and multi‑lingual environment.
- Ability to utilize telephone, video, and interpreter services to complete assigned duties if not fluent in a language understood by patients.
- Ability to adapt to sudden changes in schedules and flexibility in work requirements.
- Ability to communicate proficiently in English (verbal and written) to develop positive rapport with patients, co‑workers and other stakeholders.
- Ability to establish and maintain positive working relationships in a multidisciplinary environment.
- Ability to navigate an electronic work environment, including electronic health records, web‑based training and communications.
- Moderate proficiency in common Microsoft Office programs, specifically Word, Excel, Outlook, and SharePoint.
- Knowledge of regulations (HIPAA/Privacy Act) regarding the confidentiality of patient medical records and information as well as Personally Identifiable Information (PII).
Major Duties and Responsibilities
- Serves as the on‑site medical authority within the scope of services provided by the clinic.
- Responsible for developing and coordinating all aspects of healthcare delivery at the assigned facility.
- Clinical and administrative supervisory authority over advanced practice providers, nursing staff, pharmacists, and medical assistants, including fulfillment of collaborative practice duties and delineation of scope of practice for medical assistants.
- Provides direct care to patients within physician scope of practice and performs functions in accordance with accepted practice defined by the profession, licensure, certification, and granted privileges.
- Provides age‑appropriate screening, treatment, and patient instruction for acute and chronic conditions.
- Signs all assigned patient encounter notes daily and completes chart reviews, referrals, lab reviews, and other documentation within policy guidelines. Oversees care of patients housed in the medical housing unit.
- Ensures appropriate diagnostic and therapeutic tests and services are available, utilized, and monitored.
- Acts as initial reviewer for all outside referrals/consults to specialty services not offered at the local facility.
- Responds to and coordinates medical emergencies.
- Seeks guidance from medical leadership when necessary to address patient care concerns.
- Performs record‑keeping functions in accordance with program policies and position requirements.
- Maintains proficiency in electronic health records as required by the position.
- Completes and passes all discipline‑specific competencies testing, initially and annually.
- Completes all initial, annual, and ad‑hoc training as required/assigned.
- Maintains patient confidentiality and compliance with Privacy Act and HIPAA regulations.
- Adheres to and remains aware of prescribed policies, procedures, directives, operational memoranda, and accreditation standards.
- Attends and participates in general/medical staff meetings.
Physical Demands
This work requires physical exertion such as long periods of standing, walking or jogging over rough or uneven surfaces, recurring bending, crouching, stooping, stretching, reaching, or lifting moderately heavy patients or equipment.
