The Licensing & Regulatory Coordinator is responsible for coordinating the review, processing, and issuance of liquor license applications for the Nebraska Liquor Control Commission. This position operates within the Commission's regulatory framework to ensure applications comply with Nebraska liquor laws, administrative rules, and Commission policies, while serving as a primary point of contact for applicants, licensees, local governing bodies, and the public. The role primarily supports standard licensing functions but may also include Special Designated License (SDL) applications as needed. In this role, the coordinator manages the full lifecycle of licensing matters, from initial application through final approval or Commission action. This includes reviewing submissions for completeness and accuracy, identifying regulatory issues, communicating requirements and deficiencies to applicants, and coordinating with internal staff and external stakeholders to move applications through the process in a timely and consistent manner. The position requires the ability to interpret and apply statutes and rules, provide clear guidance to stakeholders navigating the licensing process, and ensure that all necessary documentation, approvals, and regulatory requirements are satisfied prior to issuance.
The coordinator also plays a key role in maintaining accurate records within the Commission's licensing systems and supporting overall regulatory compliance. This position is central to ensuring efficient licensing operations, consistent application of regulatory standards, and effective communication between the Commission and the regulated industry. Job Duties: Coordinate the review and processing of liquor license applications, including retail, manufacturer, wholesaler, and other license types, ensuring compliance with applicable statutes, rules, and Commission policies. Review applications for completeness and accuracy; verify required documentation, approvals, and fees prior to license issuance. Identify regulatory issues or deficiencies and communicate required corrections or additional information to applicants in a clear and timely manner. Serve as a primary point of contact for applicants, licensees, local governing bodies, and the public regarding licensing requirements, processes, and application status. Coordinate with internal staff, including enforcement, legal, and administrative personnel, to support timely and consistent licensing decisions. Process Special Designated License (SDL) applications as needed, ensuring compliance with statutory timelines and requirements. Maintain accurate and complete licensing records; enter and manage application data within the Commission's licensing system. Provide guidance and general regulatory information to stakeholders to support understanding of licensing requirements and compliance expectations. Monitor application timelines and workflow to ensure efficient processing and adherence to statutory or internal deadlines. Assist with updates to forms, procedures, and internal processes to improve consistency and efficiency in licensing operations. Other duties as assigned within the scope of the classification. Requirements/Qualifications Minimum Qualifications: At least one year of post high school coursework or experience in: administration, office management, accounting, finance, planning, policy analysis and implementation, administrative/management analysis, operations research, program evaluation, research, or similar fields or in a field related to the programs or functions of the employing agency. Preferred Qualifications: Experience working with regulatory licensing processes, application review, or government database systems. Experience in a regulatory, compliance, legal support, or government environment. Familiarity with interpreting statutes, administrative rules, or policy guidance in a professional setting. Experience working directly with applicants, licensees, or the public in a customer-facing role. Experience managing high-volume workflows with competing deadlines and priorities. Proficiency with licensing or case management systems (such as POSSE or similar platforms). Experience coordinating processes that involve multiple stakeholders, including internal teams and external partners. Background in business administration, public administration, legal studies, or a related field. Experience reviewing legal, financial, or business documents for completeness and compliance. Knowledge of Nebraska liquor laws and regulations, or experience working in alcohol regulation or a similar highly regulated industry. Experience identifying process improvements or contributing to operational efficiency within a regulatory or administrative setting. Other: Regular and reliable attendance is required. Pay can be commensurate with relevant education and experience. Knowledge, Skills, & Abilities: Knowledge of regulatory licensing processes, administrative procedures, and general principles of government operations.
Ability to interpret and apply statutes, rules, and Commission policies, and explain regulatory requirements in a clear and practical manner. Strong organizational and time management skills, with the ability to manage a high volume of applications and meet statutory and internal deadlines. Attention to detail and accuracy when reviewing applications, verifying documentation, and maintaining official records. Ability to identify issues, inconsistencies, or deficiencies in applications and take appropriate action to resolve them. Effective written and verbal communication skills, including the ability to communicate professionally with applicants, licensees, local officials, and the public. Ability to provide responsive and professional customer service in a regulatory environment, including handling questions, concerns, and occasionally difficult interactions. Ability to coordinate work across multiple stakeholders, including internal staff, external partners, and regulated entities. Proficiency with computer systems, licensing databases, and standard office software, with the ability to learn and adapt to new systems. Ability to maintain confidentiality and exercise sound judgment when handling sensitive or regulatory information. Ability to work independently while also contributing to a team-oriented environment. Knowledge of Nebraska liquor laws and regulations, or the ability to quickly learn and apply them in a practical setting.
