Job Description And Duties About this Role: The role of the Budget Manager is to select, train, direct, and evaluate the work of the analysts assigned to the Budget Analysis and Development Unit B. The Budget Manager will develop and reconcile assigned portions of the annual Governor’s Budget and appropriate supporting schedule(s). The Budget Manager is also responsible for advising program and/or administrative management on various financial considerations and impending policy and budgetary changes. This includes recommendations on or impacts of stakeholder and legislative proposals that could result in additional state operations needs or administrative burdens. Typical work requires prolonged sitting using a computer, calculator, and telephone. Common eye, hand, and finger dexterity is required for most essential functions. Grasping and making repetitive hand movements in the performance of daily duties. Some carrying/moving of objects up to twenty-five pounds. This position is located in East End Complex (EEC) across the street from the California State Capitol Park and the Rose Garden. The EEC is walking distance to public transportation and near various eateries. The Fiscal Program’s Financial Management Division (FMD) works to accomplish DHCS’s mission through fiscal integrity, transparency, and accountability of approximately $202.7 billion annually. This is accomplished by overseeing the financial operations of DHCS, including financial reporting, resource management, and budget development and oversight. FMD provides guidance and consultation to programs on funding needs, expenditures, including contracts and purchasing, and audit support, while ensuring funds are accurately reported. Budget Administration: Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. Decision Making: Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change. Telework and Salary Information Telework: Currently, the DHCS standard for hybrid work is a minimum of two days per week in-person and site-based and up to three teleworking days per week in accordance with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required. The amount of telework is at the discretion of the Department and is subject to change. Beginning July 1, 2026, pursuant to Executive Order N-22-25 issued March 3, 2025, and California Department of Human Resources (CalHR) Statewide Guidance issued March 13, 2025, DHCS team members generally will be required to report in-person a minimum of four days per week unless exempted/excepted. All commute expenses to the reporting location will be the responsibility of the selected candidate. The DHCS office location for this position is: 1501 Capitol Ave, Sacramento, California 95814. Personal Leave Program (PLP) 2025 agreement: Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit.
