Summary

Anchor Construction is seeking an experienced Project Manager to lead complex heavy civil and infrastructure construction projects throughout the Mid-Atlantic region.

The successful candidate will bring a strong background in construction project management, including project planning, scheduling, subcontractor coordination, contract administration, financial oversight, and quality assurance. This individual must have the technical knowledge and leadership capabilities to manage complex construction activities while ensuring projects are completed safely, on schedule, within budget, and in accordance with contract requirements.

For the initial project assignment, the Project Manager will have a significant focus on overseeing and coordinating the project's Quality Control Program , ensuring compliance with approved plans, specifications, and applicable contract requirements. This assignment requires a Project Manager who understands construction quality-control processes and can effectively lead quality-related activities, coordinate inspections and testing, and work closely with project stakeholders to maintain compliance.

Following the initial project, the individual will continue in a Project Manager capacity, leading additional heavy civil and infrastructure construction projects based on business needs.

This opportunity is ideal for an experienced heavy civil construction Project Manager who brings a strong understanding of quality management and is comfortable taking a hands-on approach to quality oversight during the initial assignment.

Primary Duties and Responsibilities

• Lead the planning, coordination, execution, and successful completion of assigned heavy civil and infrastructure construction projects.
• Manage project schedules, budgets, resources, and subcontractor activities to achieve project objectives.
• Oversee project financial performance, including cost forecasting, budget tracking, billing, cash flow, and profitability.
• Coordinate with superintendents, field personnel, subcontractors, suppliers, and project support teams to ensure efficient project execution.
• Manage contract administration, change orders, project documentation, and owner communications.
• Identify and proactively address project risks, scheduling conflicts, operational challenges, and potential cost impacts.
• Maintain strong working relationships with owners, engineers, inspectors, subcontractors, and other project stakeholders.
• Provide leadership, direction, and accountability to project teams while promoting a culture of safety, quality, and continuous improvement.
• Ensure projects are completed in accordance with contract requirements, established schedules, quality standards, and company expectations.

Quality Control Oversight - Initial Project Assignment

During the initial project assignment, the Project Manager will have a primary focus on overseeing the project's Quality Control Program and ensuring compliance with applicable contractual requirements.

Specific quality-control duties and any designated QCM responsibilities will be determined by the applicable project contract requirements.

Responsibilities will include:

• Oversee the development, implementation, and maintenance of the project-specific Quality Control Plan in accordance with contract requirements.
• Coordinate quality-control activities to ensure construction work meets approved plans, specifications, and applicable quality standards.
• Oversee the Preparatory, Initial, and Follow-Up Phases of Control, ensuring required activities and documentation are completed.
• Coordinate and participate in required QC meetings, including the QC Plan Meeting and Meeting of Mutual Understanding.
• Oversee the submittal review and approval process to ensure compliance with contract documents and project specifications.
• Coordinate required inspections, testing, and quality verification activities with authorized inspectors, certified personnel, and accredited testing laboratories.
• Monitor construction activities to identify potential quality concerns, nonconforming work, and opportunities for corrective action.
• Ensure required quality-control reports, certifications, inspection records, testing documentation, and other project records are maintained and submitted in accordance with contract requirements.
• Work closely with project leadership, subcontractors, suppliers, owners, and field personnel to resolve quality-related issues and maintain project progress.
• Support project closeout, punch-list completion, final inspections, and acceptance activities.
• Promote accountability for quality across project teams while maintaining awareness of applicable construction safety requirements.

Required Qualifications

• Bachelor's degree from a four-year ABET-accredited program in Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, Building Science, or another discipline acceptable under the contract requirements.

Required Qualifications

• Bachelor's degree in Engineering, Construction Management, Engineering Technology, Building Construction, Building Science, or a related field. An ABET-accredited degree or other specific educational qualifications may be required depending on project contract requirements.
• Minimum of 10 years of construction experience, including significant project management responsibility on heavy civil, infrastructure, utility, or comparable construction projects.
• Demonstrated experience managing complex construction projects involving multiple trades, subcontractors, and project stakeholders.
• Strong understanding of project management fundamentals, including scheduling, budgeting, cost forecasting, contract administration, change orders, and project execution.
• Working knowledge of construction quality-control processes, including QC plans, inspections, testing, submittals, specifications, and documentation requirements.
• Experience coordinating or overseeing quality-control activities on heavy civil, utility, federal, or similarly complex construction projects.
• Ability to interpret construction plans, specifications, contract documents, and technical requirements.
• Demonstrated ability to lead project teams, manage competing priorities, and resolve construction-related challenges.
• Strong communication, leadership, organizational, documentation, and problem-solving skills.
• Ability to work effectively with owners, engineers, inspectors, subcontractors, field personnel, and senior leadership.
• Valid driver's license with an acceptable driving record.

Preferred Qualifications

• Previous experience managing heavy civil or infrastructure construction projects involving major utilities, earthwork, excavation, roadway improvements, or comparable scopes of work.
• Experience working on projects with stringent quality-control requirements, including federally funded or public-sector construction projects.
• Current Construction Quality Management for Contractors (CQM-C) certification, or the ability to obtain certification before beginning the initial project assignment, if required by contract.
• Experience with the Three Phases of Control and formal construction quality-management programs.
• Familiarity with Airports Authority Construction Safety Manual requirements.
• Experience with Primavera P6, Microsoft Project, HCSS, Sage-Timberline, Heavy Job, Heavy Bid, or similar construction management software.
• Demonstrated success managing project financial performance, scheduling, subcontractor relationships, and client expectations.

Physical Demands and Work Environment

This position requires regular work at active construction sites and in office or project-trailer environments. The employee must be able to walk uneven terrain, stand for extended periods, wear required PPE, work in varying weather conditions, and occasionally lift up to 50 pounds.
