Finance Officer

Location: Gaza, Palestine. Position Type: Local Hire Position Title: Finance Officer Division: Finance Reports To: Finance Coordinator Project HOPE is an international NGO with more than 1,000 employees and volunteers working worldwide to address major global health challenges. Position Summary The Finance Officer supports day-to-day financial operations for funded projects in Gaza under the supervision of the Finance Coordinator. The role ensures accurate processing of payments, proper documentation, and adherence to Project HOPE financial procedures and donor requirements, providing operational finance support to program and operations teams in a complex humanitarian environment. Principal Responsibilities Payments and Transfers – Ensure all payments are processed timely and in compliance with internal procedures and donor regulations, verify that financial transactions meet national tax laws, coordinate with relevant authorities, support vendor invoicing and payment processing, and ensure timely deductions and remittances of statutory obligations. Accounting and Financial Documentation – Maintain accurate and updated records using the appropriate accounting system, update cash books daily, reconcile bank accounts, manage a clear filing system, record procurement transactions with supporting documentation, and support internal and external audit processes. Budget Monitoring and Financial Reporting – Support program teams with regular budget follow-up, ensure expenditures align with approved budgets and donor requirements, prepare and maintain budget control tools, submit timely financial reports to donors, and provide ad‑hoc analysis and reconciliations. Program and Grant Support – Assist staff with daily financial operations, obtain required pre‑approvals, coordinate with logistics and program teams to stay within budgets, maintain accurate program and grant expenditure records, and collaborate with sub‑grantee finance staff to support compliance. Other Duties – Participate in internal coordination meetings, ensure proper use of financial systems and adherence to internal controls, and carry out additional finance‑related duties as assigned. Minimum Qualifications Bachelor’s degree in Finance, Accounting, Business Administration, or related field. Minimum 3 years of experience in finance or accounting, preferably in NGO or humanitarian settings. Basic understanding of donor‑funded project finance. Experience with vouchers, payments, and accounting software (QuickBooks, NetSuite, or similar ERP systems). Good communication and coordination skills. Physical Demands and Work Environment The role requires mobility in an office environment, use of standard office equipment, verbal and written communication, and occasional international travel.
