Under the direction of the assigned administrator, the Fire Engineer protects public safety, health, and welfare by responding to fire and emergency medical calls for service by driving fire vehicles and maintaining equipment and facilities.

The following list of functions, duties, and tasks is typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform other closely related or department-specific functions, duties, and tasks from those set forth below to address business needs and changing business practices.

• Drives fire vehicles in responding to fire calls for service, lays hose lines, directs the water streams, and sets up ladders.
• Performs rescue, clean-up, and salvage work; ventilates buildings.
• Operates the pumping engine; computes and regulates water pressure.
• Drives fire vehicles in responding to emergency medical calls for service and follows state and local protocols in the treatment of sick and injured persons, administering first aid, CPR, and other emergency medical procedures.
• Maintains an inventory of emergency medical supplies and equipment.
• Maintains fire facilities, equipment, and apparatus ensuring pristine condition.
• Inspects fire apparatus on a scheduled basis.
• Performs daily inspections and minor maintenance on equipment and tools.
• May be called in on 2nd alarm fires when off duty.
• Assists and cooperates with other public safety agencies.
• Provides advanced life support to the sick and injured through the practical performance of medical and trauma assessments.
• Performs structural and wildland firefighting duties.
• Operates and drives fire apparatus, including pumpers, water tanks, and rescue trucks, to extinguish wildland, structural, and other fires, as well as to perform fire prevention and rescue operations.
• May act as a Fire Captain relief and assist in the training of new Firefighters.
• Performs paramedic duties.
• Checks, cleans, and polishes fire engine trucks.
• Performs general station maintenance and repair work.

Knowledge of: Federal, state, and local laws and radio communications procedures City's geography, water systems, location of hydrants, and those of the surrounding area Public safety agencies related to fire and emergency medical service functions Basic hydraulics Design, operation, and maintenance of fire engines, pumps, and pumping components Fire prevention and inspection methods, fire hazards, and educational fire prevention techniques, and programs Building construction, mathematical equations on fire grounds, and fire behavior Department policies and procedures Advanced life support medications and interventions Human anatomy and physiology Operating large apparatus and its mechanics

Skills and abilities to: Read and understand technical material, rules, and regulations related to firefighting, rescue techniques, and emergency medical incidents. Analyze emergency situations and address them with an effective course of action. Tactfully interact with members of the public. Safely operate and use fire vehicles and equipment. Communicate clearly, both orally and in writing Operate modern office equipment including a computer and applicable software; and equipment used in fire suppression and emergency medical services Understand and respond to requests from the public and staff for assistance in person and by phone Prepare reports, perform mathematical calculations, and sort or file documents Drive, pump fire apparatus, and provide water supply to support firefighting operations in fire suppression for wildland, structures, and commercial fires Perform auto-extraction and building ventilation Provide low-angle rescues and perform advanced life-saving measures Relate well, communicate, and work effectively with diverse groups of stakeholders who represent a range of ethnic, cultural, and socio-economic backgrounds

Education and experience: High school diploma and equivalent to two years of firefighting experience or an equivalent combination of education and experience that would provide the required knowledge, abilities, and skills. Completion of the following programs: Driver/Operator 1A and 1B, ICS 100 and 200.

Licenses required: Valid driver's license with firefighter endorsement Good driving record

Certifications and testing required: EMT –1 certification in San Bernardino County CPR certification California State Firefighter 1 certification Fire Hydraulics certificate California State paramedic certificate

Work environment: This position works primarily in an outdoor environment. Positions in this class typically require: reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing, and repetitive motions with or without reasonable accommodation. Very Heavy Work: exerting in excess of 100 pounds of force occasionally (up to 1/3 of workday), and/or in excess of 50 pounds of force frequently (1/3 to 2/3 of workday), and/or in excess of 20 pounds of force constantly (2/3 or more of workday) to move objects. Physical demand requirements are in excess of those for Heavy Work.

The City of Barstow provides a generous benefit package as described in the Memorandum of Understanding (MOU) between the City and Bargaining Unit 5 (Barstow Professional Firefighters' Association):

• Uniform allowance: $450 for the first payroll period with a pay date in July and $450 for the first payroll period with a pay date in December.
• Bilingual services pay: Members hired prior to July 1, 2011, are eligible to receive a five percent (5%) increase over their base wage rate as bilingual services pay. Members hired after July 1, 2011, will be eligible to receive a $120 per month (approximately $55.38 per pay period) as bilingual services pay.
• Tuition reimbursement: Member will be eligible for tuition reimbursement of up to $1,000 per fiscal year.
• Educational incentive: Associate of Arts/Science Degree: $1,000 per year Bachelor of Arts/Science Degree: $1,500 per year
• Skill pay: Paramedic Certification: $1,000 per month EMT Certification: $275 per month HMT Certification: $125 per month USAR Certification: $100 per month Firefighter II Certification: three percent (3%) above base rate of pay Equipment Operator/Driver (1A/1B) Certification – four percent (4%) above base rate of pay Company Officer Certification – five percent (5%) above base rate of pay
• Holidays: Will receive fifteen (15) days of holiday leave time each year. Winter Holiday Hours: December 26 through December 31 each year. In conjunction with the City paid holiday time (Christmas Eve, Christmas Day, New Year's Eve Day, New Year's Day)
• Cafeteria plan: Members who elect to receive medical coverage through the City will receive a monthly allowance based on the enrolled medical benefit coverage elected. Members who can provide proof of medical insurance coverage through an alternative source shall be eligible to receive $750 per month or $2,000 annually (approximately $76.92 per pay period)
