Description Of Job
About the Position
The mission of the Dept. of Public Safety is to provide a safe, secure environment for all persons on the grounds of the Colorado Mental Health Institute at Pueblo and within the surrounding community, by enforcing State Statutes, traffic laws and regulations within jurisdiction involving the custody of criminally insane patients of the institute and of convicted felons from the Department of Corrections and the Division of Youth Corrections. To be aware of and adhere to prevailing legal standards, CDHS Policy, DPS Policy and CMHIP specific procedure. Specific duties and expectations of the job are detailed in the sections below: This position supervises all of the police officers, the Comm Center Supervisor and the Central Transport Unit Supervisor for daily operations. It oversees law enforcement and transport operations for the department and manages the training programs for the department. This position makes operations decisions regarding daily activities and makes administrative decisions with regard to training requirements and personnel actions. It serves as Department Training Manager for required annual training both for CMHIP and POST and makes recommendations to the internal training programs as needed. They also command the department in the absence of the Chief of Police.
Makes management decisions to adjust staffing levels and supervises the establishment and planning of training programs for police and security officers. Conducts Internal Affairs investigations when assigned by the Chief.
Management Of Daily Agency Operations And Law Enforcement Supervison:
- Responsible for the day to day operations of the Department of Public Safety.
- Provides comprehensive and operational supervision over Police Officer I’s and II’s.
- This includes focusing on enhancing shift performance, evaluating subordinate officers' performance through Performance Management Plans in Cornerstone, and conducting accident, risk, and loss investigations.
- Additionally, assists with applicant interviews, offers recommendations for hiring, and mentors and coaches subordinate staff. In times of employee conflicts, collaborates with supervisors and Human Resources for resolution.
- Ensures equitable distribution of workload and provides direction during significant events, collaborating with lead workers (Lieutenants) and subordinates to monitor shift performance and gather information on significant incidents for briefing the Chief of Police.
- Supervises the Police Communications Supervisor and Central Transport Unit Supervisor, providing managerial oversight for both units.
- May assume command during significant incidents involving any of these units.
- Administers Department policies and procedures, including those governing police patrol officers, communication technicians, and investigative techniques.
- Delegates work assignments, assesses security needs, monitors workflow, and oversees investigative work on a day-to-day basis.
- Collaborates with the CMHIP Admissions Program to arrange statewide transportation for patients.
- Assists the Chief of Police in attending civic, professional and service group meetings to explain the activities and functions of the Department and to establish favorable relations.
Training Management
- Manages the overall training program for all DPS officers.
- Trains personnel in police and security techniques including tactical weapons and other special equipment by conducting classes, in-service, and making immediate corrections when improper techniques, actions, etc. are observed. Manages training records to ensure staff is meeting P.O.S.T. required training levels for Police Officers and Administrators.
- Collaborates with other agencies to arrange for training.
- Recommends policy updates and changes to be approved by the Chief of Police.
- These trainings include but are not limited to: to reflect current training, use of force, firearms and other practices and requirements, field training, POST Rule 28, hospital required training.
- Attends regional training officer meetings and collaborates with other agencies to share training resources and discuss upcoming changes in training requirements.
- Maintains relationship with POST board to provide up-to-date skills training for officers.
- Manages the Department’s training program, assigning and modifying training programs and procedures as needed.
- Evaluates Department operations on a continual basis to offer recommendations for new policies/procedures and updates to current ones
Investigation And Report Review
- Solves crimes by investigating, or supervising investigations, and making/reviewing written reports of incidents, criminal and otherwise, involving staff, patients and visitors within the grounds of the Colorado Mental Health Institute at Pueblo (CMHIP); including internal matters involving subordinate officers and other Institute employees.
- Determines sufficiency of all written police reports from subordinate officers, determines proper spelling and grammar, ensures the proper elements of the alleged crime are well documented, returns reports to officers for corrections as needed.
- Conducts investigations, or supervises investigations, into allegations of violations of criminal law, including incidents of patient mistreatment, abuse, neglect or exploitation (MANE), and conducts internal personnel investigations at the request of the Chief. Coordinates investigations between DPS officers and CMHHIP Quality Management to ensure a smooth investigative process.
- Reviews case work and legal documents authored by police officers and provides mentoring and corrections to their work.
Scheduling
- Ensures sufficient coverages on each shift are available for assignment by scheduling and rearranging schedules to meet the minimum requirement to maintain business needs; ensuring adequate 24-hour coverage 7 days per week.
- Takes into account injury leave, sick leave, annual leave, other leaves, and covering for staff vacancies. Communicates scheduled assignments and changes.
- Coordinates with the Comm Center Supervisor and Central Transport Unit Supervisor to ensure their units have sufficient staffing, and collaborate with dependent units to mitigate staffing shortages.
Ensure Staff and Patient Safety
- Provides law enforcement assistance to Unit staff of all divisions by responding to emergency calls in the event of violent and or dangerous confrontations with combative patients.
- Completes Unit/Ward checks as needed.
- Ensures public safety by enforcing state laws, policy, and procedures of the Colorado Mental Health Institute Pueblo. Supervises police officers patrolling the campus as needed.
- May take command of significant incidents on campus
Escapes - Revocations
- Recovers custody of criminally insane patients who have escaped, or supervises such work, and/or civil court committed patients, who have left without authority, by traveling to other jurisdictions, taking the patients into custody, and or escorting them back to the Institute, in accordance with Department Security Policies.
- Assists with the authoring of affidavits and arrest warrants for escapees or persons in violation of conditions of release.
- Provides FAA required training to officers who may have to fly armed. Determines correct recovery actions and charges based on the legal status of involved patients.
Serves As Acting Chief Of Police
- This position will assume the role of Chief of Police during their absence which includes a temporary delegation of Appointing Authority duties.
- Shares weekend Chief Officer on call status on a rotational basis to handle requests for guidance or make decisions relating to events.
Other Duties As Assigned
- Any other duties that may arise that may need to be completed that are not covered in the above duty statements.
- May need to self-assign duties on his own during emergencies without supervision.
Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights

Minimum Qualifications
Bachelor's degree from an accredited institution in a field of study related to the work assignment. Current, valid Colorado Peace Officer Standards and Training (P.O.S.T.) certification. Two (2) years of experience in an occupational field related to the work assigned to the position at the level of work leader, unit supervisor, or equivalent
Substitution
Additional appropriate experience will substitute for the education requirement on a year-for-year basis
Preferred Qualifications
- College education (preferably 2 years or more) in behavioral health and/or juvenile justice related field
- Experience working with patients in positive leadership roles, such as mentoring and coaching
- Experience working in a high security locked environment
- Experience working with patients who suffer from mental illness
Conditions Of Employment
- FULL BACKGROUND CHECK : This position will have direct contact with vulnerable persons (as defined by C.R.S.27-90-111: "Direct contact" means providing face-to-face care, training, supervision, counseling, consultation, or medication assistance to vulnerable persons, regardless of the level of supervision of the department employee. "Direct contact" may include positions in which persons have access to or unsupervised time with clients or patients, including but not limited to maintenance personnel, housekeeping staff, kitchen staff, and security personnel.)
- CBI & FBI fingerprint check, Colorado Court Database check, Medicare Fraud Database, TRAILS Database check.
- May not be on a "Brady List" with any District Attorney
- Possess and maintain a valid U.S. driver's license
- Shift work – may get pulled to other shifts to cover minimum Officer management
- Travel – transportation of patients in State vehicles; Travel to assigned training and/or alternate work sites
- Must possess a valid, non-restricted Colorado Driver’s License or an non-restricted U.S. Driver's License for positions within 30 miles of the CO state border.
- Out-of-State Driver’s License holders must obtain a valid, non-restricted Colorado Driver’s License within 30 days of employment start date and be compliant with the Universal Safe Driving standard.
- Use of Firearms or Other Weapons - Must be able to lawfully carry firearms. Must be able to maintain proficiency and pass standard qualification courses.
- Must successfully complete and pass a Pre=Employment Psychological Exam and a Polygraph Test.
- Pre-employment Physical/Tests – Describe any special physical or test requirements: Must successfully complete and pass a post-offer Medical Fitness for Duty examination.
- Must possess and maintain valid Colorado Peace Officer Standards and Training (P.O.S.T.) certification and provide a copy.

CDHS Selection Process Explanation
Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications.
