Albemarle County has an immediate opening for a Utility Assistant Registrar! This position plays a vital role in supporting the administration of fair, accurate, and efficient elections. The Utility Assistant Registrar is responsible for supporting voter registration and records management, elections operations and logistics, and the delivery and coordination of training for election officials. Job Summary/Objective:

The Utility Assistant Registrar performs flexible, hands-on technical election support work for the Registrar and the Department of Voter Registration and Elections in accordance with federal and state election laws, including Title 24.2 of the Code of Virginia, and guidance issued by the Virginia Department of Elections.

This position is designed to function as a department-wide utility role, providing operational assistance across voter registration, Early Voting, Election Day preparation, election equipment readiness, training support, and records management. Duties are assigned at the discretion of the Registrar based on operational needs and election cycle demands.

Work is performed under supervision with latitude for independent judgment in execution. The role is non-supervisory and does not exercise independent statutory authority.

Essential Functions:

General Utility Functions

• Provide flexible operational support across departmental functions based on election cycle needs.
• Assist with special projects related to elections as assigned by the Registrar.

Voter Registration & Records Support

• Assist staff with preparation, maintenance, and organization of voter registration and election records in compliance with statutory retention and security requirements.
• Support data entry and voter assistance activities during high-volume registration and Early Voting periods, as assigned
• Assist with management, storage, and retention of Electoral Board and election records.

Election Operations & Logistics Support

• Assist with preparation, staging, delivery, retrieval, and reconciliation of voting machines, electronic pollbooks, ballots, and other election materials for Early Voting and Election Day.
• Assist with setup, breakdown, and operational readiness of Early Voting sites and polling locations before, during, and after elections.
• Assist with inventorying, maintenance, and secure storage of election equipment and supplies.

Training & Election Official Support

• Assist with the delivery and logistical support of election official training developed by the Registrar, Elections Manager, or Senior Assistant Registrar.
• Prepare training materials, equipment, and documentation for election official training sessions.

Competency: Knowledge/ Skills/Abilities:

• Working knowledge of standard office procedures and election operations.
• Ability to learn and apply Virginia and federal voter registration and election laws.
• Strong organizational skills and attention to detail.
• Ability to work effectively in time-sensitive, high-pressure environments.
• Strong interpersonal skills and ability to interact tactfully with the public.
• Proficiency with standard office equipment and basic computer applications.

Required Education and Experience:

• Any combination of education and experience equivalent to high school completion.
• Must meet statutory qualifications to be appointed as an Assistant Registrar and take the required oath.
• Ability to meet County safe driver requirements, if applicable.

Preferred Qualifications/Certifications:

• Experience in project management, business administration, or related field is highly desirable.
• Experience as an Electoral Board Assistant or Assistant Registrar is strongly preferred.
• Experience as a voting precinct election officer is highly desirable.

Statutory and Legal Requirements:

In accordance with §24.2-112, Code of Virginia :

• Must be a qualified voter in the Commonwealth of Virginia.
• Appointed for a term not to exceed that of the appointing Registrar and serves at the Registrar's discretion.
• May not hold elective office, be employed by an elected official, or participate in political campaigns within the jurisdiction.
• All duties must be performed in a strictly non-partisan manner.

Physical and Requirement Requirements:

• Must be a qualified voter in the Commonwealth of Virginia (24.2-112, Code of Virginia).
• The Assistant Elections Manager is appointed for a term not to exceed that of the appointing registrar and serves at the discretion of the registrar.
• The Assistant Elections Manager may not be a paid or volunteer worker in the campaign of a candidate for nomination or election to an office filled by election in whole or in part by the qualified voters of his/her jurisdiction.
• The Assistant Elections Manager may not hold elective office and may not be the employee or deputy of an elected official.
• Primary work is performed in the Voter Registration Office located in the 5th St. County Office Building, and in the Voting Machine Storage Area.
• Incumbent is responsible for maintaining regular contact with the General Registrar and the members of the Electoral Board regarding ongoing activities.
• Frequent interaction with County staff, general public, candidates for office and elected officials.
• All work must be completed in anon-partisan fashion, and incumbent must be able to tactfully handle partisan political statements made by officials, candidates or the general public.
• Work is generally performed in an office setting, with occasional travel to other sites (primarily within Albemarle County).
• Site visits may include educational and religious institutions used, or proposed to be used, as voting locations.
• Requires frequent sitting or standing for extended periods with occasional moderate lifting.
• Requires operation of a variety of standard office machines.
• Periodic evening, weekend work and overtime is required as workload dictates.
• Work performed in County offices, voting machine storage areas, Early Voting sites, and polling locations.
• Frequent standing, walking, and lifting of election materials.
• Evening, weekend, and overtime work required during election periods.

Salary Range:

The hiring range for this position is $26.24 - $29.00 per hour (approx. $54,582.00 - $60,328.00 per year). Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA non-exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
