Marketing and Communications Specialist

This position is located in the U.S. Patent and Trademark Office (USPTO), Office of the Chief Administrative Officer (OCAO), Office of Human Resources (OHR). The Office of the Director provides the leadership and develops the policies, programs, services and systems necessary to meet the human resources requirements of the USPTO. You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-12. Specialized experience for this position includes: Experience developing and executing integrated national marketing and communications strategies across multiple channels, including paid media, career fairs, recruitment events, webinars, email marketing, and other outreach initiatives. Experience in aligning campaign objectives with organizational goals to strengthen brand awareness, engage targeted audiences, and drive measurable results. Experience developing and implementing social media and digital marketing strategies to promote employment opportunities and showcase organizational culture to prospective candidates. Includes creating compelling content, writing copy, designing graphics, developing email campaigns, and auditing social media channels and websites to optimize audience targeting and engagement. Experience managing communications, marketing, and outreach projects, including strategic campaigns, events, stakeholder engagement initiatives, and cross-functional collaborations from planning through execution and evaluation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
