General Description and Classification Standards:

The job of the Deputy Commissioner of the Department of Enterprise Asset Management was established for the purpose(s) of total life-cycle management of city facilities. This includes the strategic integration of capital construction and maintenance of buildings and grounds to achieve a condition of operating excellence. Under general direction, the Deputy Commissioner plans, develops, directs, implements and monitors the activities of the Real Estate, Administration, Building Operation and Technical Services Divisions.

The position monitors the grounds of all facilities to provide a condition of safety, neatness, and aesthetic attractiveness. This position continuously improves processes, procedures and practices to maintain optimum building performance, and develops steps to reduce energy consumption that result in cost savings for the city of Atlanta.

Supervision Received:

Direction received is very general and focuses on strategic objectives and is typically collaborative in nature. This position is a direct report to the Commissioner of the Department of Enterprise Asset Management.

Essential Duties and Responsibilities: These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.

• Directs the functions and overall operations of the Department of Enterprise Asset Management, including staff and provides direction to a group of professionals who manage the following divisions: Real Estate, Building Operations, Technical Services and Administration.
• Manages assigned staff, including establishing workloads; prioritizing work assignments; evaluating employee performance; developing, interpreting, and enforcing policies and procedures; resolving staff issues; making hiring or termination decisions; and administering disciplinary action as required.
• Directs the maintenance and improvement of the condition of facilities, where practical, or pursue other options.
• Determine and affect the life cycle of facilities, if and/or when a facility has passed its useful life and propose options for disposal.
• Direct the evaluation of the condition of all equipment and systems and determine the necessity and priority for repair or replacement.
• Implement a regular program of preventative maintenance and measure its effectiveness against pre-agreed KPIs.
• Prepares short- and long-range plans for assigned department, including plans related to capital improvements and maintenance, and attends various meetings to address concerns regarding capital construction projects.
• Directs program and construction management activities related to the Capital Improvement Program (CIP) and other vertical infrastructure projects.
• Inspects city buildings, grounds, and installations regularly for the purpose of maintaining high standards of workmanship, cleanliness, safety, and security.
• Manages the comprehensive planning (master plan, 5-year plan, etc.) and scheduling of capital projects, maintenance and repair requirements of the division, including service vehicles and motorized equipment for the purpose of assuring safe and functional facilities and associated building systems and equipment
• Assist in the development of the annual budget and strategic, 3-to-5-year plan.
• Monitors the budget of personnel and non-personnel accounts.
• Manages staffing requirements.
• Drives and documents cost-reductions and cost-savings initiatives.
• Provides regular status reports (weekly, monthly, quarterly, annually) for the purpose of conveying information on ongoing capital projects and maintenance problems.
• Maintains internal controls for accountability and performance consistent with department and division goals, objectives and standards.
• Responsible for staying informed of the latest trends, developments, and products for the design, construction, maintenance, repair, and disposal of properties; encourages innovation and experimentation as appropriate.
• May perform other duties as assigned.
