Project Manager – Consultant

Location: Columbia, SC (Onsite) Work Address: 2600 Bull Street, Columbia, SC 29201 Duration: 12+ Months (Possible Extension) Start Date: 05/04/2026 Interview Process: 1 Round – Virtual/Online

Work Model:

• Fully Onsite initially
• Eligible for 2 days/week remote after 3 months (based on performance & project milestones)
• Candidate must be a CURRENT South Carolina resident (No relocation allowed)

Job Overview:

Seeking an experienced Project Manager Consultant to lead high-impact, enterprise-level IT initiatives. This role will primarily focus on Application Migration and Modernization projects, transitioning systems from legacy environments to a modernized infrastructure.

This is a high-visibility role requiring strong leadership, Agile expertise, and the ability to manage multiple complex projects while aligning with organizational strategy.

Key Responsibilities:

• Lead and manage complex, high-impact projects using Hybrid Agile methodologies
• Drive Application Migration & Modernization initiatives
• Ensure projects are delivered on time, within scope, and budget
• Facilitate collaboration between business stakeholders, product owners, and technical teams
• Conduct Agile ceremonies (Sprint Planning, Stand-ups, Reviews, Retrospectives)
• Prepare and deliver executive-level status reports and presentations
• Manage multiple projects and priorities simultaneously
• Ensure compliance with state procurement and fiscal policies
• Handle vendor management and contract negotiations
• Mentor and guide junior project managers and team members
• Support enterprise-wide planning and system integration efforts

Required Skills & Qualifications:

• Minimum 5+ years of Project Management experience
• Strong experience managing large-scale, complex IT projects
• Proven experience in Agile project management methodologies
• Experience leading cross-functional teams
• Proficiency with Agile tools (JIRA, Microsoft Planner, etc.)
• Strong communication, leadership, and stakeholder management skills
• Ability to manage multiple high-priority projects

Certifications (Required):

• PMP (Project Management Professional) – Mandatory

Preferred Certifications:

• PMI-ACP (Agile Certified Practitioner)
• SAFe Agilist (SA)
• Discipled Agile Scrum Master (DASM)

Preferred Qualifications:

• 10+ years of project management experience
• Experience working in government or enterprise environments
• Experience leading application migration / modernization projects
• Experience in IT transformation initiatives
• Knowledge of state government procurement and compliance processes
• Experience in vendor management and contract negotiations
• Prior experience with South Carolina state agencies (highly preferred)

Education:

Required: Bachelor’s degree in Business, IT, Public Administration, or related field

Preferred: Master’s degree (MBA, IT, Public Administration, etc.
