We are hiring a Project Management Specialists and Business Operations Specialists, All Other for one of our clients in Tallahassee, FL .

Job Description:

This position within the Division of Law Enforcement requires the successful completion of a level II background investigation. Applicant should have the ability to understand and comprehend state statutes, specific programmatic guidance documents and requirements of procedural accuracy. This is a highly responsible non-sworn position overseeing the daily operations of the Vessel Turn in Program and processes required within the Division of Law Enforcement. Applicant should have a good working knowledge of Microsoft Word, Excel, PowerPoint, Adobe Acrobat DC, Database research, and Communication skills both verbal and in writing. This position must be able to provide self-management and work within groups. This position normally operates Monday Friday from8am 5pm however may occasionally require nontraditional hours. This position may require occasional travel up to 25%. Position requires the ability to plan, organize and coordinate work assignments, develop, and maintain effective working relationships with others.

Position Description:

• This position is responsible for the daily management of the FWC Vessel Turn in Program (VTIP). This position answers directly to the Derelict Vessel Program Administrator in Tallahassee who oversees the FWC Derelict Vessel, VTIP prevention and vessel removal programs.

This position is responsible for the following:

• Reviews and monitors the daily receipt of applications sent to FWC for vessel owners surrendering their vessels to the program.
• Works with the applicants to ensure that all required documentation and processes of the program are completed in a timely manner. Ensures that both the applicants and applied for vessels meet the eligibility requirements of the VTIP program.
• Works with the FWC Law Enforcement Regional Communication Centers to have officers assigned to verify information provided by the applicants.
• Prepares required solicitation documents for purchase orders and processes accordingly for the removal of surrendered vessels accepted within the program.
• Liaison between FWC and removal contractors as to specific requirements needed for these removal projects to be completed in a timely and specific manner.
• Monitors and manages vessel removal projects to ensure contractors are performing vessel removal and disposal projects within the requirements of the FWC contracts issued.
• Provides site visits to VTIP removal operations to ensure contractors are performing in accordance with program requirements. Advises Program Administrator if violations occur and programmatic action is needed to resolve deficiencies.
• Maintains database with information pertaining to each project and specific information on project statuses and completions.
• Submits required closeout documents and invoices for payment at the successful completion of vessel removal projects.
• Develops and initiates marketing strategies designed as outreach for the program, to various media outlets and through direct mail activities.
• Assists in the development and production of outreach materials needed for the program.
• Works with community organizations to deliver information on the VTIP program through presentation and in person meetings.
• Communicates with public inquires as to the VTIP program and processes needed to surrender their vessels to the program.
• Monitors the program budget insuring that funding is available for continued projects and keeps the Program leadership apprised of budget expectations and use of funds within the program.
• Attends a weekly TEAMS or in person meeting with the DV Program Administrator and leadership to receive updates, specific areas of concern and have questions or concerns answered at the programmatic leadership level.
• Addresses specific questions with the DV Program Administrator or the FWC Boating and Waterways legal counsel as needed.
• Coordinates with the Program Administrator on needs within specific regions to enhance productivity of the overall VTIP program and opportunities for improvement.
• Assists in the review and associated updates needed for the VTIP program webpage.
• Assists Derelict Vessel program staff as needed with the daily operation of all aspects of the derelict vessel prevention program, including removals of VTIP, at-risk/public nuisance, and derelict vessels.

Minimum Qualifications:

• 3 Years of professional related experience
• Certification as a Florida Certified Contract Manager (FCCM) or be obtained within 6 months of employment.
• Ability to achieve a successful fingerprint and level II background investigation
• Valid State of Florida driver's license.
