COLLECTIVE BARGAINING UNIT: This position is in a collective bargaining unit. BRIEF DESCRIPTION OF DUTIES: This position is in the Office of the Chief Financial Officer (OCFO), Office of Tax and Revenue (OTR), Real Property Tax Administration (RPTA), Recorder of Deeds. The incumbent serves as the Recordation Tax Exemption Specialist, responsible for reviewing exemption requests and refund claims related to transfer and recordation taxes. Duties include, but are not limited to: interpreting applicable DC Code section 42 and 47, and District of Columbia Municipal Regulations; reviewing, researching, and analyzing real property land documents for taxability and exemption eligibility; evaluating low-income, shared-equity, and nonprofit housing organization tax abatement claims; auditing commercial transactions; communicating with taxpayers, law firms, and settlement agents; conducting interviews to validate claims; preparing written recommendations; processing refund requests and recording liens; and ensuring all statutory notifications are properly and timely issued. Performs other related duties as assigned.
Minimum Qualifications
Three (3) years of progressive experience performing related duties and responsibilities such as: reviewing and processing real property tax forms and accompanying documentation; conducting research to determine eligibility or compliance with established criteria; collecting data from customers and other sources to make related assessments; calculating tax liabilities; and utilizing systems to ascertain and/or input property data.
Specialized Experience
Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.
