DEWS Programs Analyst

Description of Job

This position is hybrid with at least two (2) days required and as determined by business need at the office. The role may involve travel within the state for meetings and community engagement activities.

This position works with program stakeholders in the Division of Economic and Workforce Support and with the CoBEES product team and vendor to operationalize Colorado Works and Adult Financial program requirements into the design of automated system requirements; to identify automated system changes needed to correctly issue accurate and timely benefits; to identify improvements, to enable a positive customer experience; and resolve automated system issues.

  • Understanding the business rules for current functionality and planned changes in the Colorado Benefits Management System (CBMS), the MyCOBenefits App, and the Program Eligibility and Application Kit (PEAK) as they apply to the Colorado Works and Adult Financial programs;
  • Identifying system usability issues and proposing solutions to Division and CBMS leadership;
  • Developing and documenting the high-level business requirements for changes that are needed;
  • Working collaboratively with Department staff, policy experts, county staff, the automated system vendor, and the CBMS product team to complete the business requirements;
  • Coordinating project document review and approval; and
  • Testing and validating the changes on behalf of the Division to ensure the requirements have been met.

This position provides technical assistance, system information and clarification, and general program assistance to internal and external collaborators responsible for the administration, issuance, and claims collection of Colorado Works and Adult Financial benefits. This position is also the primary contact for the Tier III Help Desk functions related to the Colorado Works and Adult Financial programs.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualification Screening Process: A Human Resources Analyst will review the work experience/job duties sections of the online job application to determine whether your experience meets the minimum qualifications for the position. Cover letters and resumes WILL NOT be accepted or reviewed in lieu of the official State of Colorado online application. Part-time work experience will be prorated.

Applicants must meet the minimum qualifications to continue in the selection process. You must specifically document your work experience and qualifications. Do not use "see resume" or "see attached."

Comparative Analysis Process – Structured Application Review: After minimum qualification screening, which could include a skills test, the comparative analysis process will involve a review and rating of all the information you submit.

Document your work experience/job duties to the extent to which you possess the skills, education, experience, minimum qualifications, and preferred qualifications:

Answer all supplemental questions (if listed) as your answers to these questions will be evaluated during this phase. Provide at least 4-8 sentences for each response to supplemental questions.

Supplemental Questions: Answer the supplemental questions on the application completely and thoughtfully. Your answers may be rated based on the content of your response and your writing skills (spelling, grammar, and clarity of your writing).

MINIMUM QUALIFICATIONS:

Experience Only: Six (6) years of professional experience in an occupational field related to the work assigned to the position.

OR - Education and Experience: Bachelor's degree from an accredited institution in a field of study related to the work assignment. AND Two (2) years of professional experience in an occupational field related to the work assigned to the position.

Substitutions: Additional appropriate education will substitute for the required experience on a year-for-year basis. Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

  • Knowledge of DEWS programs (Adult Financial, Colorado Works, Workforce Development and Employment First) through direct work.
  • Direct experience using the Colorado Benefits Management System (CBMS), especially dual experience with both eligibility and work programs.
  • Experience leading teams or projects, or acting as a subject matter expert within an organization.
  • Experience identifying system requirements and capabilities intended to meet the needs of rules, regulations, and complex business processes.
  • Experience researching/troubleshooting complex technical problems independently using documentation about how something works.
  • Experience successfully communicating both in verbal and written form to high-level audiences.
  • Experience building consensus among a variety of stakeholders with divergent needs.
  • COWINS Partnership Agreement: Relevant years of State service, prorated for part-time, that contribute to a candidate's position-related knowledge, skill, ability, behavior, or other posted competency should be considered as a preferred qualification and given weight under the process.
  • TRANSFERS ONLY: Relevant years of State service will be considered as a preferred qualification and given the weight of at least 15% of the overall score under the process.

Conditions of Employment:

  • Standard Background: ALL CDHS employees (non-direct contact): CBI name check, ICON Colorado court database, Medicare fraud database, Reference checks, Professional License verification (licensure requirements), and drug screen (commercial Driver's license)
  • This position may be required to travel as needed for offsite meetings, conferences and training.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant's prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
  • This position requires State of Colorado residency at the time of application (unless otherwise identified in the posting), and residency within the state throughout the duration of employment in this position.
