Safety & Training Manager

City-of-Naples,-Fl

PURPOSE OF CLASSIFICATION

The purpose of this classification is to plan, direct, implement, and evaluate a comprehensive safety and training program for all divisions within the City of Naples Public Works Department. The Public Works Safety and Training Manager serves as the subject matter expert and principal safety officer for the Department, ensuring that all Public Works operations, facilities, personnel, and contractors are in full compliance with applicable federal, state, and local regulations, including those promulgated by the Occupational Safety and Health Administration (OSHA), the Florida Department of Environmental Protection (FDEP), the Environmental Protection Agency (EPA), and all other governing bodies. This position develops, administers, and enforces safety programs, personal protective equipment (PPE) requirements, job safety assessments (JSAs), standard operating procedures (SOPs), and training curricula across all Public Works operational areas, including Water/Wastewater Utilities, Stormwater, Solid Waste, and Traffic Operations. Work is performed under the general direction of the Director of Public Works; however, considerable latitude is granted for the exercise of independent judgment, initiative, and leadership in all matters related to departmental safety and training compliance. The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Develops, implements, administers, and continuously updates a comprehensive departmental Safety Program covering all Public Works divisions and operational sites. Ensures full departmental compliance with all applicable federal, state, and local safety, health, and environmental regulations, including but not limited to: OSHA 29 CFR 1910 (General Industry), OSHA 29 CFR 1926 (Construction), FDEP environmental compliance requirements, EPA regulations, NFPA standards, and City of Naples Code of Ordinances. Develops, maintains, and enforces Standard Operating Procedures (SOPs) for all Public Works operational activities, incorporating applicable regulatory requirements and industry best practices. Develops and maintains Job Safety Assessments (JSAs) / Job Hazard Analyses (JHAs) for all task categories performed by Public Works personnel, updated as work methods or regulatory requirements change. Prepares, updates, and distributes Personal Protective Equipment (PPE) programs for each division, specifying minimum required PPE, inspection schedules, and replacement protocols; enforces PPE compliance in the field Manages the Department's hazard communication program, including SDS/MSDS management, chemical inventory maintenance, and required HAZCOM training. Conducts and documents on-site monthly comprehensive safety and compliance inspections across all Public Works facilities, plant sites, and field operations, covering OSHA, FDEP, and all applicable permit requirements; issues written findings and tracks corrective actions to closure. Conducts or oversees accident/incident investigations; prepares thorough written investigative reports with root-cause analysis and corrective/preventive action recommendations; tracks implementation of corrective actions. Maintains accurate and complete safety records, training logs, inspection reports, incident documentation, and regulatory correspondence in compliance with applicable retention requirements. Serves as the management-in-charge (MIC) representative for all safety-related regulatory inspections, audits, and enforcement contacts by OSHA, FDEP, EPA, or other regulatory agencies; coordinates responses and corrective actions. Coordinates with the City's Human Resources Department on disciplinary matters arising from safety violations, accommodation requests under ADA related to safety roles, and other safety-HR intersecting matters. Develops, schedules, coordinates, and delivers a comprehensive annual training calendar for all Public Works personnel, covering mandatory regulatory training and skills-based operational training. Administers, coordinates, or delivers the following mandatory and specialized training programs: OSHA 10-Hour and 30-Hour Construction and General Industry certification courses Asbestos Cement (AC) Pipe / AC Pipe Handling and Replacement Training, including all applicable OSHA and FDEP requirements for disturbance, handling, disposal, and documentation of asbestos-containing materials in water and wastewater pipeline operations; coordinates refresher training on required intervals Arc Flash / Electrical Safety Training (NFPA 70E), including arc flash hazard analysis, PPE selection, approach boundaries, and lockout/tagout (LOTO) integration PPE Selection, Use, Inspection, and Maintenance Training for all divisions; annual refreshers and task-specific training as new equipment or hazards are identified Confined Space Entry (OSHA 29 CFR 1910.146 and 1926 Subpart AA) – Permit-Required and Non-Permit Confined Space programs; attendant, entrant, and rescue team training Lockout / Tagout (LOTO) – Energy Control Procedures training for all applicable personnel Trenching, Excavation, and Shoring Safety (OSHA 29 CFR 1926 Subpart P) Respiratory Protection training and fit-testing coordination (OSHA 29 CFR 1910.134) Hazardous Communication (HAZCOM / GHS / SDS) training Bloodborne Pathogen training (OSHA 29 CFR 1910.1030) First Aid, CPR, and AED certification and renewal coordination Traffic Control Safety and Flagger Certification training (FDOT Index 600, MUTCD compliance) for Traffic Operations and all field crews Aerial / Elevated Work Platform and Scissor Lift safety training Forklift / Powered Industrial Truck operator training and re-evaluation Stormwater pollution prevention and Best Management Practices (BMP) training for field and operations staff, consistent with FDEP NPDES/MS4 permit requirements Solid Waste operations safety training, including compactor safety, route safety, and vehicle operations Ergonomics and Musculoskeletal Injury Prevention training Heat Illness Prevention training and Heat Stress program (OSHA and Florida-specific standards) Driver Safety / Defensive Driving for fleet operators Chainsaw, hand tool, and heavy equipment operational safety training Chemical handling and spill response training for Water/Wastewater plant operators Evaluates training effectiveness through post-training assessments, on-the-job observations, and incident trend analysis; revises training content as needed. Coordinates with external training providers, certification bodies, regulatory agencies, and professional organizations to secure high-quality training content and certifications. Conducts comprehensive monthly on-site safety and compliance inspections at all Public Works facilities and plant sites, including Water and Wastewater Treatment Plants, Lift Stations, Public Works Operations yards, Stormwater facilities, Solid Waste operations, Traffic Operations; documents findings and monitors corrective actions. Reviews and interprets OSHA, FDEP, EPA, and other regulatory compliance requirements and translates requirements into actionable departmental policies, SOPs, and training. Maintains and tracks all applicable regulatory permits, compliance schedules, and reporting requirements for Public Works facilities and operations. Coordinates the Department's participation in regulatory inspections and audits; prepares staff and facilities for compliance reviews. Monitors and reports on Collier County and City of Naples local safety and environmental ordinance requirements affecting Public Works operations. Maintains current knowledge of changes to federal (OSHA, EPA, DOT), state (FDEP, FDOT, DOMA), and local rules and regulations; promptly incorporates changes into departmental SOPs, training, and compliance programs. Serves as the management-in-charge (MIC) for all departmental safety and training matters; exercises independent judgment and authority on safety compliance issues, including authority to stop work where imminent danger conditions are identified. Demonstrates and promotes strong leadership skills, professional integrity, and a proactive safety culture throughout all levels of the Public Works Department. Develops, implements, and monitors internal controls related to safety program compliance, documentation integrity, and regulatory recordkeeping; reports on program effectiveness to the Director of Public Works. Prepares and presents comprehensive written and verbal reports to the Director of Public Works, City Manager, and other City leadership on departmental safety performance, incident trends, training compliance rates, and regulatory compliance status. Communicates effectively, both orally and in writing, with Public Works supervisors, crew members, department heads, City administration, regulatory agency representatives, contractors, and the public on safety and training matters. Serves as a liaison between the Public Works Department and the City's Human Resources Department on safety-related employment matters, including ADA workplace accommodations, workers' compensation coordination, and disciplinary actions related to safety violations. Promotes a positive, inclusive, and accountable safety culture by modeling safe behavior, recognizing safe work performance, and providing constructive feedback when safety standards are not met. Participates in departmental management meetings and contributes to strategic planning, budget development for safety and training resources, and continuous improvement initiatives. May serve on the City's Safety Committee or other interdepartmental safety-related committees as assigned. Supervises, trains, and evaluates assigned safety and training support staff, if applicable; provides guidance and direction consistent with City HR policies and collective bargaining agreements.

MINIMUM QUALIFICATIONS

Bachelor's Degree in Occupational Safety and Health, Environmental Health and Safety, Industrial Hygiene, Public Administration, Civil/Environmental Engineering, or a closely related field. A Master's Degree in a related field or additional graduate-level coursework in safety management, environmental compliance, or public administration is preferred. Minimum of five (5) years of progressively responsible experience in occupational safety management, health and safety compliance, or safety training in a public works, utilities, construction, or municipal government environment, including at least two (2) years in a supervisory or managerial capacity. Experience with OSHA regulatory compliance, development of safety SOPs and JSAs/JHAs, training program administration, and interaction with regulatory agencies is required. Experience with water/wastewater utility operations, AC pipe handling is highly preferred, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position. Must possess and maintain a valid Florida driver's license, class "E" and a driving record which meets or exceeds minimum City driving standards.

PERFORMANCE APTITUDES

Data Utilization : Requires the ability to compile, analyze, interpret, and evaluate safety, training, regulatory, and operational data. Utilizes information to identify trends, assess risks, ensure regulatory compliance, prepare reports, and develop recommendations for improving workplace safety and training programs. Human Interaction :Requires the ability to communicate and interact effectively with employees, supervisors, department directors, contractors, regulatory agencies, vendors, and the public. Ability to instruct, train, coach, investigate incidents, resolve conflicts, influence safe work practices, and foster cooperative working relationships while promoting a positive safety culture. Equipment, Machinery, Tools, and Materials Utilization : Requires the ability to operate standard office equipment, computers, motor vehicles, and audio-visual training equipment. Requires the ability to inspect, evaluate, and monitor the safe use of departmental vehicles, heavy equipment, machinery, tools, personal protective equipment (PPE), and specialized Public Works equipment utilized in field operations. Verbal Aptitude :Requires the ability to communicate clearly and effectively, both verbally and in writing. Ability to prepare reports, policies, procedures, training materials, correspondence, and presentations, as well as deliver effective safety training and communicate technical information to employees at all organizational levels. Mathematical Aptitude : Requires the ability to perform mathematical calculations involving percentages, ratios, averages, statistical analysis, measurements, and data interpretation related to safety performance, training compliance, budgeting, and risk analysis. Functional Reasoning :Requires the ability to apply professional judgment in evaluating complex safety issues, interpreting applicable regulations, conducting investigations, developing corrective actions, establishing priorities, and implementing effective solutions with minimal supervision. Situational Reasoning :Requires the ability to exercise sound judgment and make timely decisions in both routine and emergency situations involving employee safety, accident investigations, hazardous conditions, regulatory compliance, and departmental operations. Ability to adapt to changing priorities while maintaining effective working relationships and ensuring compliance with applicable laws, regulations and safety standards. Technology Utilization : Requires proficiency in the use of computers and software applications including Microsoft Office Suite, learning management systems (LMS), safety management software, document management systems, and databases used for reporting, regulatory compliance, recordkeeping, and data analysis.

ADA COMPLIANCE

Physical Ability Tasks require the ability to exert light physical effort in sedentary to light work, but may involve occasional lifting, carrying, pushing, and/or pulling of objects and materials weighing up to 25 pounds. Tasks require standing, walking, bending, stooping, climbing stairs, and traversing uneven terrain while conducting field inspections, safety assessments, and training activities. Tasks may also involve extended periods of time at a keyboard or workstation. Sensory Requirements Some tasks require the ability to perceive and discriminate visual cues, signals, hazards, and equipment conditions. Some tasks require the ability to communicate effectively orally and in writing. Tasks require reading and interpreting technical documents, safety regulations, and training materials, and to hear conversations, equipment sounds, alarms, and other auditory signals. Environmental Factors Essential functions are performed in both office and field environments. Field duties may involve occasional exposure to varying weather conditions, traffic, construction sites, heavy equipment, noise, dust, and other hazards associated with Public Works operations.
