Senior Workers' Compensation Coordinator

Maryland Department of Transportation

Senior Workers' Compensation Claims Coordinator – Administrative II (2587) for the Maryland Transit Administration (MTA) in the Safety & Risk Management Department. This position provides essential support in claim coordination, regulatory compliance, and customer service for employees and managers across MTA’s operations. Responsibilities Manage a full caseload of workers’ compensation claims, including complex cases, from initial report through final resolution in compliance with agency standards and regulatory requirements. Conduct thorough forensic reviews of incident video, documentation, and physical evidence, and investigate claim details to identify the mechanisms of injury and any inconsistencies. Provide guidance to supervisors and employees on attendance directives, leave management, and safe, timely return‑to‑work expectations. Document claim files with investigative notes, reports, and supporting data per Maryland Workers’ Compensation Law and agency policy. Advise supervisors on complex, high‑risk, or sensitive claims that require special attention. Prepare case files and materials for internal and external legal proceedings, coordinating with third‑party administrators on strategy and defense recommendations. Analyze claim data to identify trends, discrepancies, emerging risks, and opportunities for process improvement. Collaborate with the third‑party administrator, internal stakeholders, and external partners to ensure timely and accurate information exchange. Provide sworn testimony at hearings, depositions, and other legal or administrative proceedings. Interpret and apply collective bargaining agreements, policies, procedures, directives, and memoranda of understanding related to labor, employment, and workers’ compensation. Maintain accurate, compliant records in accordance with applicable laws, regulations, directives, and agency procedures. Deliver professional customer service and clear communication to employees, supervisors, and stakeholders. Develop, update, and present training materials, guidance documents, and educational content related to workers’ compensation processes and workplace responsibilities. Maintain confidentiality, security, and ethical standards in handling claims, medical information, and employment records. Perform other duties as assigned. Qualifications High school graduation or equivalency; or higher education credentials may satisfy the experience requirement as detailed below. Five years of administrative or professional experience, with progressive responsibility in handling or adjudicating Maryland workers’ compensation claims. Demonstrated expertise in Maryland workers’ compensation law, regulations, collective bargaining agreements, and relevant tort principles. Experience interpreting and applying complex policies, regulatory requirements, insurance language, and collective bargaining agreements. Experience reviewing, assessing, and analyzing video, physical evidence, or technical documentation related to claims. Experience preparing case materials and providing sworn testimony in administrative or legal proceedings. Proficiency with claims management systems, databases, and related software platforms. Experience developing and delivering training programs, guidance documents, or educational materials. Ability to assess stakeholder needs, resolve issues effectively, and deliver high‑quality customer service. Optional substitutions: Up to 30 college credit hours per year, up to four years, in lieu of experience. Bachelor’s degree plus one year of administrative experience in lieu of required experience. Master’s degree in lieu of required experience. U.S. Armed Forces military service involving staff work related to administration of rules, regulations, policies, procedures, and processes, or coordinating unit operations, on a year‑for‑year basis in lieu of required experience.
