Organizational Summary

The Institute for School-Community Partnerships Integrated Services and Child Mental Health and Educational Policy (ISCP) which is part of the College of Education envisions that all schools in the state of Florida and nationally will have the capacity to provide a safe effective and efficient environment to continuously improve the academic social and emotional growth of all students and to actively engage families and communities in education. The ISCPs nearly $23 million budget is derived from grants from federal state and private sources. It is the mission of the ISCP to implement and evaluate research-based and innovative practices in school and community settings. This is accomplished through (a) training technical assistance and support to key partners; (b) community-engaged research and program evaluation to inform key partners decision making; (c) the development of research and evidence-based documents tools and resources to support implementation and evaluation activities; and (d) supporting the infrastructure and capacity of key partners to implement and evaluate federal and state educational policy.

Position Summary

Assist the Bureau of Exceptional Education and Student Services (BEESS) in carrying out all aspects of the Dispute Resolution and Monitoring Unit as prescribed in the Individuals with Disabilities Education Act (IDEA) for students with disabilities. This position is grant funded.

Special Requirement: This position is required to be in-person in Tallahassee FL.

Travel required.

Responsibilities

Review Report of Inquiries (ROIs) issued for findings and corrective actions and monitor the corrective actions until completion. Coordinate the ESE Policies & Procedures reviews for compliance in the General Supervision Website (GSW).

Assist school districts in improving compliance with IDEA by ensuring timely completion of corrective actions ordered as a result of a state complaint. Tracks district progress toward completing the corrective actions in the GSW and maintains required documentation of the completion of corrective actions. Review all documentation submitted to determine whether the district met the requirements of the corrective action. Communicate with the district when revisions or additional documentation is needed to fulfill the requirements.

Assist school districts in correcting non-compliance identified through the state complaint process. Ensure district staff understand the corrective action requirements how to navigate the GSW how to submit documentation and how to request extension for a specific corrective action requirement. Provide technical assistance to districts as it relates to completing the corrective actions and ensuring future compliance.

Draft and issue closure letters upon completion of all corrective actions. Close out the complaint in the GSW once the closure letter is issued.

Perform other duties as assigned.

Minimum Qualifications:

This position requires a Bachelors degree in Communication Education Adult Education or equivalent with one year of experience in a professional training position; or a Masters degree in the same field.

Degree Equivalency Clause: Four years of direct experience for a bachelors degree.

Minimum Qualifications that require a high school diploma are exempt from SB 1310.

Preferred Qualifications:

Bachelors degree in Communication Education Adult Education or related field from accredited university and/or minimum of 3 years professional training experience; or Masters in same fields with 2 years professional training experience.

Exhibits strong problem-solving skills and able to adapt professional learning opportunities to changing

environments and sub recipient needs. Exhibits ability to collaborate with sub recipients to develop supportive relationships. Exhibits excellent writing proofreading organization communication and technology skills and proficiency in Microsoft Office (Excel Word PowerPoint and Outlook).

Knowledge of and experience with contracts and grants compliance.

Knowledge of and the ability to interpret and apply related federal state and local laws ordinances rules and regulations and related policies procedures principles and practices.
