DarkStar Intelligence, LLC is seeking a highly experienced Corrections Subject Matter Expert (SME) to support a federal training and curriculum modernization program for the Federal Bureau of Prisons (BOP), National Institute of Corrections (NIC) .

The Corrections SME will serve as a key technical expert supporting the development, revision, modernization, and evaluation of corrections-based training and curriculum. The ideal candidate will possess extensive recent experience working within correctional environments, a strong understanding of correctional facility operations and safety and security practices, and experience developing training or occupational subject matter content for adult learners.

This position is designated as Key Personnel and requires the selected candidate to meet all mandatory qualifications at the time of proposal. The work will be performed remotely.

Requirements:

 

Essential Duties and Responsibilities

The Corrections SME will:

• Serve as the technical expert responsible for designing, updating, modernizing, and evaluating specialized corrections curricula. 
• Provide authoritative subject matter expertise regarding current correctional practices, policies, procedures, facility operations, safety, and security. 
• Assist with the development and revision of lesson plans, training courses, instructor-led materials, e-learning content, and interactive training exercises. 
• Ensure training content aligns with applicable local, state, and federal corrections policies, regulations, standards, and accepted practices. 
• Collaborate with instructional designers, technical writers, project management personnel, and Government subject matter experts throughout the curriculum development lifecycle. 
• Review course materials for technical accuracy, currency, operational relevance, and applicability to correctional professionals. 
• Support the development of occupational subject matter content designed for adult learners. 
• Provide quality control review of training products and deliverables. 
• Apply appropriate testing and evaluation metrics to assess the effectiveness and technical accuracy of corrections training programs. 
• Assist the curriculum development team in translating complex correctional policies, practices, and operational concepts into clear and effective training materials. 
• Participate in virtual meetings, working groups, content reviews, and course development activities as required.

Minimum Qualifications

Candidates must meet all of the following requirements:

• Associate’s degree or higher in a relevant field such as: 
  • Criminal Justice 
  • Criminology 
  • Psychology 
  • Sociology 
  • Public Administration 
  • Emergency Management 
  • A closely related field
    Candidates may alternatively satisfy the applicable education requirement established under the relevant GSA MAS labor category.  
• Completion of state- or agency-certified corrections academy training . 
• Seven (7) or more years of relevant corrections experience . 
• Recent, hands-on/in-field corrections experience. 
• Demonstrated experience developing occupational or corrections-related subject matter content. 
• Demonstrated experience conducting quality control or technical review of deliverables. 
• Deep familiarity with current correctional facility operations, including safety and security operations . 
• Experience working with corrections policies, procedures, standards, and applicable government regulations. 
• Strong written and verbal communication skills. 
• Ability to communicate complex corrections concepts to instructional designers, curriculum developers, and other professionals who may not have a corrections background.

Work Environment and Schedule

• Position is expected to be performed remotely . 
• Candidate must be available to provide support during the Government's core operating hours of 8:00 a.m. to 5:00 p.m. Eastern Time, Monday through Friday , as required. 
• This is anticipated to be a full-time position supporting curriculum modernization and training development activities for NIC.
