Job Title: Senior Specialist, Contracts Job ID: 37874 Job Location: Waco, TX; Plano, TX; Greenville, TX; or Rockwall, TX (Onsite) Job Schedule: 9/80 Job Description: Our team is actively seeking a Contracts Senior Specialist to join the Intelligence, Surveillance and Reconnaissance (ISR) business area. This position is responsible for a diverse business area, with defense customers from various USG Departments and Agencies, as well as large and small business prime contractors. The Contracts Senior Specialist will administer, extend, negotiate, and terminate standard and nonstandard contracts. Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Examine estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness. Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information. Essential Functions: Ability to obtain a DoD Secret security clearance. Preparing contractual letters, Terms & Conditions, Representations & Certifications for proposals to the U.S. Government and other DoD Contractors. Providing audit and fact-finding support for major proposals. Administering and closing contracts. Compiling information and reports. Interpreting contract requirements and tracking contractual performance to the requirements. Working with customers, management, and program teams to resolve issues, secure approvals, and ensure successful contract execution. Serving as the primary liaison for contractual communication between L3Harris and our customers. Ensuring compliance with federal procurement regulatory requirements. Assisting procurement personnel with contracting tasks, including establishing flow-down terms and conditions. Utilizes knowledge of regulations including the Federal Acquisition Regulation (FAR), FAR supplements (e.g. DFARS) and other agency regulations. Ability to read and interpret contracts and statements of work (SOW). Ability to manage multiple projects and prioritize appropriately. Must possess strong attention to detail, with the ability to identify discrepancies and inconsistencies in data and documents, ensuring high levels of accuracy and quality in all work outputs. Qualifications: Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience. Minimum 4 years experience working with Defense programs, FAR/DFARS, and TINA Must be a US citizen. Preferred Skills: Active Secret security clearance. Demonstrated experience in contract negotiations. Proficiency in utilizing and interpreting financial models and analyses. Strong communication (verbal and written), organization, negotiation skills, and management skills. Excellent computer skills including MS office applications (strong Excel and Word skills). Self-motivating and able to manage multiple contracts with minimal assistance from others. Excellent people skills with a positive attitude, able to collaborate in a diverse, multi-disciplinary team environment.
