GENERAL DESCRIPTION:
A great place to live for those interested in outdoor activities as Cheyenne is just 30 minutes from Curt Gowdy State Park, about an hour from Rocky Mountain National Park, and about 90 minutes from Glendo State Park and Reservoir. Located just 45 miles from two (2) Division 1 schools, the University of Wyoming and Colorado State University, for those who may want to pursue additional educational opportunities. Outdoor activities include hunting, fishing, camping, boating, backpacking, mountain biking, and skiing, and just a 90-minute drive to Denver International Airport.

This position is a Health Physicist in the Land Quality Division (LQD) Uranium Recovery Program. Under limited supervision this position functions as a specialist in health physics reviewing radiological hazards associated with uranium recovery operations. This includes conducting inspections as well as reviewing technical submissions such as license applications, license renewals, license amendments, radiological surveys, groundwater restoration reports, environmental impact statements, and decommissioning plans. Additionally, this position supports the licensees by developing and implementing regulatory guidance and standards and effectively communicating those to industry. In addition, this position will meet the Nuclear Regulatory Commission (NRC) equivalent training to become a uranium recovery license reviewer and inspector.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Using knowledge of radiological principles, employee reviews technical submissions such as license renewals, amendments, radiological surveys, environmental impact statements, and decommissioning plans. Compares submissions to rules, regulations, or standards and reports items to the program manager with recommendations for actions.
  • Applies professional judgment (accepted health physics knowledge and accepted radiological safety practices) to evaluate industrial processes, facility operational data, technical performance, or other information and makes recommendations based on the results.
  • Analyzes and comprehends operator generated data such as (environmental monitoring data and exposure data) and ensure operators are in compliance.
  • Serves as technical lead in on-site inspections of licensed facilities to determine compliance with State and Federal radiological regulations, license conditions, and requirements contained in the licensee application. Travel to licensed facilities within the State up to 6 times per year.
  • Effectively communicate highly technical information to the public, regulated communities, and other government agencies who may not have a technical background.
  • Requires considerable initiative and independent analytical and evaluative judgment.
  • Complete projects within defined time constraints.
  • Obtain training to meet the requirements of an NRC license reviewer and inspector. This will require moderate travel within the first two years to meet the qualifications (roughly eight weeks spread over a year for the first two years).
  • Produce detailed, well written technical reports, inspection reports, and division correspondence.
  • Respond to public complaints.
  • Participate in the development of guidance documents and regulations focusing on a variety of topics.
  • Serve as an expert witness in administrative and judicial proceedings.

Qualifications
PREFERENCES:
Preference will be given to those candidates with a minimum of a bachelor's degree in health physics, environmental science, engineering, or other closely related field.
KNOWLEDGE:

  • Knowledge of radiological health or risk assessment concepts.
  • Familiarity with the role of NRC and Uranium Recovery Program.
  • Familiarity with Wyoming rules and regulations related to licensing and inspection of source material from recovery or milling and the management of 11e.(2) byproduct material.
  • Ability to clearly communicate complex technical analysis, issues, and recommendations both orally and written to staff, the public, and the regulated community.
  • Ability to prioritize work quickly so that deadlines are met while maintaining quality.
  • Ability to conduct self-study to learn new skills.

MINIMUM QUALIFICATIONS:
Education:

Bachelor's Degree (typically in The Sciences)

Experience:

1-3 years of progressive work (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Principal

OR

Education & Experience Substitution:

4-7 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Principal

PHYSICAL WORKING CONDITIONS:

  • May require extensive travel at times.
  • Must be able to walk on uneven or rough terrain.
  • Must be able to deal with all types of inclement weather.
