DEQ also offers technical assistance to businesses, farmers, local governments, and the public and encourages responsible behavior with respect to the environment through education programs provided at DEQ facilities and through the state's school system. DEQ touches the lives of all North Carolinians in many ways to enhance and ensure our quality of life.Description of WorkThis is an anticipated vacancy. This position is expected to be available on 06/01/2026.The Environmental Program Supervisor I position serves as Remediation Unit Supervisor for the Dry-Cleaning Solvent Cleanup Act (DSCA) program in the Superfund Special Remediation Branch. This position supervises the technical project management staff directing assessment and remediation activities at dry-cleaning solvent contaminated sites. The Unit Supervisor conducts the administrative functions of the Unit, Branch, Section, Division and Department, including professional development, staff recruitment, retention, and performance management. The Unit Supervisor is responsible for providing guidance and review of staff’s technical work and decision-making, approving all site work authorizations and associated costs based on program guidance, rules and policies.This position reviews incoming applications for eligibility, works with property owners and the public to complete legal agreements to enter the program, and assigns staff and contractors. The Unit Supervisor works with independent contractors conducting DSCA work, communicating policies, procedures and site-work related issues to ensure work is done properly under DSCA statutes, rules and guidance. This position may serve as the contract administrator with the Branch Manager. The Unit Supervisor will ensure that site assessment and remediation costs paid by the program are reasonable and necessary and will review invoices for site work. The position will track budgets, spending and fund balances to ensure solvency of the DSCA Fund. The Unit Supervisor is responsible for development of policies, procedures and guidance as needed for the assessment and remediation of DSCA sites. This position will be responsible for providing information regarding the DSCA program to the public including trade groups, stakeholders, dry cleaners, attorneys, property owners and other interested parties.Key Responsibilities:Allocate work among staff and provide guidance on technical management of projects.Review work for technical accuracy and completeness, adherence to agency and program regulations and policy, and ensure decisions are consistently rendered.Respond with courtesy and tact to public and stakeholder inquiries pertaining to sites, situations or regulations and assist staff in responding to these inquiries.Provide recommendations and support to the Branch Head for needed modifications to rules, policy, guidance, data tracking, website content, and template documents.Implement DEQ administrative duties including timesheets, training, contracts, staff performance requirements, approvals, and other human resources requirements.Knowledge Skills and Abilities/Management PreferencesRecruitment Range: $67,122 - $87,500Important: This posting closes at 11:59:59 PM the night BEFORE the End Date above.The Division of Waste Management is responsible for protecting the public health and environment through assuring that solid and hazardous waste and underground storage tanks are managed properly, and existing contamination is cleaned up across the State of North Carolina.
