Village for Vets Data & Compliance Manager Salary: $78,000 - $85,000 Full Time, Exempt, Hybrid Village for Vets fills critical gaps in services for homeless and at‑risk veterans in greater Los Angeles on their journey to independence. Through programs providing meals, emergency grants, support for basic needs, social support and links to additional services, Village for Vets fills gaps in key services for homeless and at‑risk veterans on their journey to stability and independence in Los Angeles County and beyond. Position Overview Reporting to the CFO and COO, the Data & Compliance Manager provides rigorous oversight of organizational data integrity and adherence to federal, state, and accrediting body standards. This role ensures that all program activities—including but not limited to, Supportive Services for Veteran Families (SSVF) and Veteran Housing Navigation Program (VHNP) grants—are executed in strict alignment with VA 2 CFR 200 (Uniform Guidance) and CARF accreditation standards. The Manager serves as the primary technical liaison for external auditors and grant reviewers, ensuring the organization always remains “audit‑ready” and compliant. Key Responsibilities Grant & Compliance Oversight Monitor changes in regulations and legislation, assessing their impact on organizational operations and making recommendations for adjustments as needed. Prepare and submit regulatory filings and reports accurately and in a timely manner. Serve as a liaison with regulatory agencies, responding to inquiries, inspections, and requests for information. Develop and maintain effective systems for record‑keeping, documentation, and reporting related to operational and compliance activities. Ensure compliance with SSVF regulations and documentation requirements. Oversee all SSVF specific data, finance, and operations. Ensure compliance with regulations applicable to any existing and all future government funded grants. Develop, administer, and conduct client satisfactory surveys to improve services and program workflow. Regulatory Adherence: Monitor and implement updates from the SSVF Program Guide; ensure all grant expenditures meet the "allowable, reasonable, and allocable" criteria under 2 CFR 200. Develop and deliver staff trainings related to compliance, safety, CA labor laws, CARF, SSVF, LA County VHNP, and any other government grants awarded in the future. Data Reporting HMIS Data Integrity: Oversee the accuracy and completeness of data entry into the Homeless Management Information System (HMIS), ensuring timely monthly uploads and zero‑error validation for VA repository submissions. Compliance Dashboards: Synthesize complex compliance data into actionable reports for Executive Leadership, highlighting trends, risk areas, and performance outcomes. Ensure accuracy of program data reporting and supervise data reporting staff. Accreditation & Quality Assurance (CARF) Maintain CARF accreditation and ensure all accreditation standards remain current. Performance Improvement: Maintain and update the organization’s Performance Improvement Plan (PIP) as required by CARF standards, focusing on accessibility, health and safety, and person‑centered outcomes. Internal Mock Audits: Conduct monthly "desk reviews" of participant charts and financial records to identify and remediate compliance gaps prior to formal regional coordinator or CARF surveyor inspections. Policy Governance: Formalize and update Standard Operating Procedures (SOPs) to ensure they reflect current CARF ASPIRE models (Assess, Strategize, Plan, Implement, Review, Evaluate). TFA Auditing: Perform comprehensive internal audits of Temporary Financial Assistance (TFA) files to ensure 100% compliance with SSVF eligibility documentation and prioritize‑and‑serve requirements. Supervisor to: Program Admin Assistants & Compliance Team Audit Support & Financial Reporting Audit Readiness: Lead the preparation of all documentation for VA regional coordinator site visits, independent annual financial audits, and grant‑specific audits or reviews. Qualifications Required Qualifications Strong analytical skills with the ability to interpret complex regulations and identify compliance requirements. Excellent communication and interpersonal abilities, with the capacity to interact effectively with stakeholders at all levels. Leadership skills to inspire and motivate teams, drive results with rigorous follow‑through and foster a positive work environment. Detail‑oriented mindset with a focus on accuracy and precision in compliance‑related tasks. Ability to adapt to changing priorities and work well under pressure in a fast‑paced environment. A strong passion for serving the homeless and at‑risk veterans’ community and promoting the well‑being and self‑sufficiency of the target population. Experience in creating and establishing clear, measurable program goals and impact, with a commitment to quality program development and data‑driven program evaluation. Ability to communicate openly with other staff and constituents from diverse generations and backgrounds with differing attitudes and beliefs—within a culture of mutual respect, understanding, accountability and mission commitment. Flexibility and openness to considering new opportunities that may arise from new or existing sources. Ethical Standards: Absolute commitment to maintaining participant confidentiality (HIPAA) and rigorous data security protocols. Analytical Precision: High attention to detail with the ability to spot inconsistencies in large datasets. Demonstrates a high level of responsiveness and a proactive approach to improving organizational processes and procedures. Desired Qualifications 3‑5 years of relevant work experience in a compliance environment. BA or BS in business management or similar field. Accreditation Experience: Proven track record of successfully navigating CARF or other accreditation surveys and maintaining "substantial compliance" status. Regulatory Mastery: Deep understanding of Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR Part 200). Technical Proficiency: Advanced experience in UDPaaS, HMIS, or similar nonprofit Case Management/Grant Management software. Financial acumen and budget oversight and forecasting skills with the ability to link strategic and operational goals to fiscal realities and program priorities. A background in veteran and/or homeless services delivery. An advanced degree in social work or public administration. A history of military service. Knowledge of/experience with federal grants (specifically SSVF). Knowledge of Veterans Affairs organizations and veteran benefits programs and resources. Managerial experience.
