Strategic Technology Solutions (STS), a division of the Tennessee Department of Finance & Administration, serves as the State of Tennessees central information technology organization. STS partners with state agencies to deliver secure, reliable, and innovative technology solutions that support government services across Tennessee. Through a shared services model, STS provides technology strategy, infrastructure, enterprise solutions, cybersecurity, and digital services that help agencies operate more efficiently and better serve Tennesseans. STS works closely with agencies across multiple business domains to modernize technology, improve customer experience, strengthen operational performance, and drive successful delivery of enterprise initiatives. How you make a difference in this role:

As the Executive IT Director, you will play a key leadership role in shaping the future of technology for the Tennessee Department of Environment and Conservation (TDEC). You will help drive innovation, modernization, and strategic technology initiatives that support the agencys mission to protect Tennessees environment and natural resources. In this role, you will: Partner with agency leadership and Strategic Technology Solutions (STS) to align technology investments with business priorities and statewide strategy Lead modernization efforts that improve digital services, operational efficiency, and customer experience Build and mentor high-performing teams focused on collaboration, accountability, and continuous improvement Champion agile and product-oriented delivery practices that increase responsiveness, value, and service quality Strengthen technology governance, cybersecurity, and operational reliability across the organization Serve as a trusted advisor who translates complex technology challenges into practical, mission-focused solutions Your leadership will directly influence how technology enables TDEC to better serve Tennesseans, support employees, and advance critical environmental initiatives across the state.

Job Overview:

As the Executive IT Director, you will play a key leadership role in shaping the future of technology for the Tennessee Department of Environment and Conservation (TDEC). You will help drive innovation, modernization, and strategic technology initiatives that support the agency's mission to protect Tennessee's environment and natural resources.

Key Responsibilities:

• Provide executive oversight for all TDEC IT services, operations, and enterprise technology initiatives.
• Lead agency technology strategy, planning, budgeting, and resource management in alignment with statewide IT direction and business priorities.
• Oversee the delivery and performance of enterprise products, digital services, infrastructure, and modernization initiatives.
• Establish and maintain effective IT governance, cybersecurity, risk management, and compliance practices.
• Partner with Strategic Technology Solutions (STS), agency leadership, vendors, and stakeholders to ensure successful technology delivery and operational excellence.
• Lead and develop high-performing teams through coaching, workforce planning, performance management, and succession planning.
• Drive adoption of agile and product-oriented delivery practices to improve service quality, efficiency, and customer outcomes.
• Monitor organizational performance through metrics, reporting, and continuous improvement initiatives.
• Support procurement, contract oversight, vendor management, and technology investment planning.
• Represent TDEC IT in executive discussions, enterprise initiatives, and cross-functional collaborations.

Minimum Qualifications:

Minimum Qualifications: Bachelors degree or masters degree in business administration or Information Technology. Relevant professional information technology experience may be substituted for the required degree. 7+ years IT, Leadership, or Project Management experience on complex IT development and implementation projects.

Preferred Qualifications: Experience working in the governmental sector (local, state, or federal). Strong IT technical and leadership background. Experience with Planview IT Project Portfolio Management software.

Certification in one or more of the following: Project Management Professional (PMP), Six Sigma, LEAN, Business Process Management. Experience with Agile Methodologies and Vendor/Partner Management.
