Program Manager for Rhode Island OCEAN STATE PROCURES (OSP) Project

The Program Manager will work with the vendor and State Representatives to monitor the OSP Program Management Plan, including project objectives and success criteria, deliverables, role/responsibilities/contact information, document control methodology, and risk, cost, schedule, and quality management plans. The Program Manager will be responsible for working with multiple project managers and business analysts to ensure clear documentation of business, functional, technical, and performance requirements that are understood without ambiguity, and that represent current State and Federal regulations and statutes.

The Program Manager will work with the vendor, project managers, SMEs and internal and external stakeholders to:

1. Conduct interviews to understand their needs.
2. Define and document business processes and workflow.
3. Define and automate notification processes.
4. Identify reports and queries required by end users.
5. Develop and document role-based permissions.
6. Document procedures and processes for adding/removing user accounts.
7. Document the application support procedures for internal and external users.
8. Maintain master documentation of overall system functionality.
9. Manage external consultant(s) not affiliated with primary vendor.
10. Maintain integrated, master schedule.

Communication, Training and Change Management

The Program Manager must regularly report on progress and potential problems, delays, and concerns to OMB management, the State Project Sponsor, Project Steering Team and the Division of Information Technology. The Program Manager will:

1. Communicate issues and obstacles that may compromise the project or delay its completion.
2. Provide periodic status reports.
3. Assist contracted IT vendor and project manager with definition and implementation of change management strategies and plans that maximize employee adoption and usage and minimize resistance.
4. Assist contracted IT vendor and project manager with the development and execution of a detailed training plan and schedule for internal and external users, trainers, and system administrators.
5. Review training materials developed by contracted IT vendor and provide support throughout the training process.
6. Schedule and facilitate project meetings and create and distribute meeting minutes.
7. Provide periodic updates to State DoIT Contract Manager regarding vendor performance and deliverables.
8. Adhere to DoIT project processes and reporting requirements.

Vendor Management

The Program Manager will provide vendor oversight, ensure that the vendor is delivering quality work, on schedule, and within the budget. Responsible for all vendor deliverables, and will work with the vendor to:

1. Monitor implementation approach, project plan, and timeline.
2. Oversee configuration design.
3. Ensure change control management.
4. Manage go live and initial support issues.
5. Ensure all contractual deliverables are on schedule and meet the State’s requirements and expectations.
6. Receive and review for completeness all manuals, support information, and technical documentation from the vendor.
7. In the event of issues that impact schedule, quality of product, the contact-based deliverable schedule or introduce other risk(s) to the project’s successful and timely completion, the Program Manager must work with Enterprise Technology Strategy Service/Division of Information Technology Contact Manager and other staff to successfully resolve the issue(s).

Testing and Validation

The Program Manager will work with the vendor, project managers and the state to ensure successful testing and implementation of data migrations, exchanges, and interfaces, and coordinate user acceptance testing.

1. Assist with testing configuration, regression testing, planning and development of scenarios for User Acceptance Testing.
2. Ensure vendor resolves all issues identified through testing and validation.

Business Analyst Support

The Program Manager will be expected to provide Business Analyst functions to help in making sure we have identified all GAPS between old and new COTE solution.

1. Coordination with cross functional team, stakeholders, and business leaders
2. Provide data-driven recommendations and reports to business
3. Facilitate Training and Guidance to Technical Team
4. Requirement gathering
5. Writing Scope Document
6. Writing Business Requirement Document, Functional Requirement Document
7. Writing User Stories, Acceptance Criteria
8. Writing use cases
9. Performing User Acceptance Testing
10. Monitoring Project Performance
11. Conducting meetings to share idea and to discuss the issues.
12. Giving Product demo
13. Monitoring project status and ensuring timely completion of the tasks.

Qualifications

1. The candidate is expected to have at least 7 to 10 years of experience as an IT PM, with PMP Certification.
