Cyber / AI Technology Analyst and R&D Project Manager

ResponsibilitiesNoblis and Noblis ESI are expanding our teams of smart, collaborative, proactive experts and professionals. Within S&T, HSARPA is responsible for executing the DHS research and development (R&D) programs, projects, and activities within critical infrastructure. DHS S&T partners with the DHS Cybersecurity and Infrastructure Security Agency (CISA) to develop valuable resources for critical infrastructure owners and operators.This role will provide technical and project management support as part of a multidisciplinary team of high-performance professionals supporting the client's most vexing technical and technological challenges, and developing solutions to counter current, emerging, and future threats to homeland security. Work will support DHS S&T projects promoting the security of the nation’s critical infrastructure, specifically involving cyber, artificial intelligence (AI), and related emerging technologies. We are looking for someone who is mission-driven, demonstrates initiative, and engages teammates to proactively and creatively solve problems.This is currently a hybrid position with a blend of on-site and remote work, requiring staff to be in-person at the DHS S&T client site in Washington, DC as needed. Applicants must be able to regularly commute to Washington D.C.Role functions may include:Researching and providing guidance on leading-edge technologies related to cyber, AI, and emerging technology.Providing strategic assessments of new developments and capabilities regarding cyber, AI, and related emerging technologies.Evaluating the feasibility of technical approaches to problems.Reviewing technical reports and providing critiques of methods and results.Developing and evaluating scientific capability development strategies.Developing and/or contributing to technology roadmaps to aid in planning of research, development, testing, and evaluation (RDT&E) activities.Monitoring program and technical performance against goals.Assessing the efficacy, safety, and lifecycle costs of proposed or realized scientific solutions.Developing scientific program status reports, PowerPoint briefings, and read-ahead materials.Providing technical input to the development of R&D program solicitations and related documentation.Organizing, coordinating, and participating in meetings, discussions, and seminars on related technology topics.Communicating scientific findings to technical and non-technical audiences.Analyzing and supporting the management of the scope, budget, risks, schedule, and other aspects of the project.Contributing to a central repository of technical program information (e.g. reports, requirements, etc.).Providing technical and programmatic reviews of deliverables.Required QualificationsEither:Bachelor's degree and 10 or more years of relevant experienceAdvanced degree (Master's or Ph.D.) and 5 years of relevant experienceExperience, certification, and/or degree in cybersecurity, AI-related computer science, systems engineering, or other engineering/scientific discipline.Applicants selected must be eligible to receive DHS Suitability and a Secret Clearance.Desired QualificationsDemonstrated experience providing technical program management and analytical support to programs and projects serving DHS or other government agencies.Interest in learning about and researching new technical areas; the right candidate will ask questions and seek to understand both technical and programmatic issues to apply to the project.Experience in a research, development, test, and evaluation setting or organization.Experience analyzing technology supply chains.Attention to detail and service mindset.Experience facilitating resolution of customer requirements/needs, including helping to identify and document capability gaps, formulate and develop solutions, and participate in and contribute to strategic discussions.Excellent written and communication skills.Experience in critical infrastructure.Demonstrated experience distilling complex topics, as well as developing and delivering briefings on technical topics.Experience developing professional rapport and relationships throughout an organization.Proven results-oriented, proactive problem-solving abilities.Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.Posted Salary RangeUSD $127,100.00 - USD $198,575.00 /Yr.
