About Cognito Systems LLC Cognito Systems LLC (CSL) is a Woman Owned and 8(a) certified small business specializing in information technology, clinical staffing, and human performance services, with over 35 years of combined experience supporting Defense, Federal, Civilian, and State organizations. Teaming in support of this proposal, CSL is seeking an experienced Program Manager to serve as the designated Key Personnel for a Blanket Purchase Agreement supporting the United States Capitol Police (USCP) Office of Information Systems (OIS) and its Information Resource Management Division (IRMD). This is an opportunity to lead a multidisciplinary support team in a professional, mission focused environment serving a federal law enforcement client.



 

Position Summary

The Program Manager is the Contractor's overall, contract level representative and is identified as Key Personnel under the resulting contract. This individual serves as the single point of contact between the Contractor and the USCP COR for all matters affecting contract performance. The Program Manager holds full responsibility for the successful delivery of all task areas under the contract, spanning the Project Management Office, General Business Support functions, and Records Management Labor Services, and for the performance of all assigned professional personnel across those work units.



 

Key Responsibilities

• Serve as the single point of contact between Cognito Systems LLC and the USCP Contracting Officer's Representative (COR) for all matters related to contract performance.
• Oversee and coordinate the work of all assigned professional personnel across the Project Management Office, General Business Support, and Records Management Labor Services work units.
• Prepare and submit the required Monthly Progress Report, summarizing work completed since the previous reporting period, forecasting planned work for the next period, and identifying the names, titles, and hours of all assigned personnel, including Contractor leadership officials.
• Develop the initial detailed work outline that accompanies the first Monthly Progress Report, in a format transferable to a Microsoft Teams Planner Premium file, describing the planned phasing of work across the full period of performance.
• Coordinate preparation of the accompanying Excel based Cost Status and Burn Rate Summary spreadsheet each month, including year to date tracking, invoiced amounts, and notes on any billing period staffing vacancies.
• Notify the COR promptly of any issues affecting contract performance and coordinate corrective action with Cognito Systems LLC leadership as needed.
• Monitor staffing levels, credentialing status, and USCP identification and access badge compliance for all assigned personnel, and arrange timely replacement of any individual unable to obtain or retain required clearance.
• Maintain awareness of USCP confidentiality, security, and law enforcement sensitive information handling requirements, and confirm that all assigned staff comply with applicable USCP policies.
• Support transition in planning and, if the Transition Period is exercised, oversee execution of the transition work plan.
• Represent Cognito Systems LLC in periodic meetings with USCP OIS and IRMD leadership regarding overall contract status and performance.
• Perform other program management duties as assigned by Cognito Systems LLC leadership or as directed by the COR.

Required Qualifications

• Bachelor's degree in Business Administration, Information Technology, or a related field.
• Minimum of five years of experience managing information technology projects of varying size and complexity, including enterprise level initiatives.
• Project Management Professional (PMP) certification required.
• An Agile certification is required, such as Certified ScrumMaster (CSM), PMI Agile Certified Practitioner (PMI ACP), or Professional Scrum Master (PSM).
• Demonstrated experience serving as a primary point of contact for a federal client or Contracting Officer's Representative on a services contract of comparable size and scope.
• Experience overseeing a multidisciplinary team spanning project management, business, financial, and records management support functions is preferred.
• Strong working knowledge of Microsoft Project, Microsoft Teams and Planner Premium, SharePoint, and other project performance monitoring tools.
• Excellent verbal and written communication skills, with the ability to interact professionally with federal law enforcement personnel and leadership.
• Ability to pass a criminal history check and fingerprinting, and to obtain and maintain a USCP identification and access pass.
• Willingness to sign a Confidentiality Agreement and Acknowledgment of Status Agreement, and to safeguard law enforcement sensitive information in accordance with USCP policy.

Work Environment & Physical Requirements

This position is performed primarily at USCP facilities in Southwest Washington, DC, with onsite presence required a minimum of two days per week. Up to three days of telework per week may be permitted after a two month full onsite acclimation period; USCP may increase the onsite requirement, or suspend telework for this position, at its discretion. Business professional attire is required. Occasional local travel within the Capitol Campus area may be required to support special events.
