Greene County Juvenile Court Juvenile Detention Center 2100 Greene Way Boulevard Xenia, OH 45385 View phone number on click.appcast.io Function The Nurse is a professional person appointed to manage the medical care of juveniles at the Greene County Juvenile Detention Center in Xenia, Ohio. The Nurse has primary responsibility for managing operational activities of the medical program while promoting the goals, objects and mission of the organization, while also ensuring the health and well‑being of the youth in the Court’s care. The Nurse is charged with providing a standard of performance in accordance with the Ohio Administrative Code and the Ohio Revised Code regarding the Ohio Department of Juvenile Services standards for Community Correctional Facilities, the American Correction Association standards for Juvenile Residential Correctional Facilities, the Prison Rape Elimination Act and medical standards consistent with licensure as a Registered Nurse. The Nurse is an unclassified employee appointed by, and serves at the pleasure of, the Greene County Juvenile Court Judge under provision 2151.13 of the Ohio Revised Code. Duties/Responsibilities JOB DUTIES (Examples may not be comprehensive): Medical Direct Care: Conduct physical assessment of each new resident; interface with staff physician or outside facility for medical care; maintain accurate medical charts; conduct sick call pursuant to Nurse Request form; establish treatment plans for illness, injury or preventive care; transport juveniles for medical treatment. Medication Management: Administer and supervise self‑administration of medications; inspect and approve medications; prepare prescription treatment plans and medication instructions; maintain count of controlled substances; maintain security of medications; prepare medications for home release; interface with pharmacy. Psychiatric Services Support: Interface with Mental Health Professionals and review referrals for psychiatric evaluations; consult with Mental Health Professionals regarding assessment and reporting progress to parent; schedule appointments for psychiatric evaluations; prepare intake chart and approval form for all evaluation and treatment sessions with the juvenile and/or parent; follow directives from the psychiatrist regarding medications, labs and/or treatment procedures ordered for mental health diagnoses; obtain medications ordered; establish treatment plan for medications and maintain current supply of medications. Administrative Function: Assist in development of medical policies and procedures; maintain medical records and audit files in accordance with American Correctional Association standards; provide written instructions and reports to parents/guardians regarding medical care; inform parent/guardian of medication changes; interface with court officials regarding medical concerns; attend court hearings and/or submit written reports regarding medical issues; coordinate with Director regarding development of sensitive medical protocols; schedule medical Temporary Releases; maintain inventory of medical supplies. Medical Training: Train direct‑care staff in medical policies and procedures including self‑administration of medication; manage monthly inspection of first aid equipment; assist regarding American Correctional Association and Prison Rape Elimination Act training requirements; assist and/or deliver CPR/AED and First Aid training; provide health training, including hygiene, for residents. Quality Assurance: Conduct regular program evaluations; engage in program development to effect improvements. Infection Control: Conduct a medical assessment of all new employees, including employees who report infectious diseases; maintain infection control safety procedures; instruct and maintain records of annual blood‑borne pathogen training for staff; administer and record annual TB screening to direct care staff; administer flu vaccinations to residents and staff, as needed; maintain clean/sanitary medical clinic, including medical supplies and equipment. Meetings/Committees: Program Review Meeting; Shift Team Meeting; and Medical Meeting; Training Advisory Committee Meeting. Minimum Qualifications REQUIRED KNOWLEDGE, SKILLS & ABILITIES (Examples may not be comprehensive/job related skills may be acquired pursuant to on‑the‑job training): Nursing best practices; medical assessment; medications and side-effects; infection control; use of medical supplies and equipment; supervision best practices; security best practices; criminology and juvenile delinquency; juvenile rights; communication skills; time management skills; organization skills; recognition and effective response to unusual or threatening conditions; effective response in crisis situations pursuant to training; accurate and neat record‑keeping; conduct of inspections; maintenance of positive relationships with juvenile, co‑workers and the general public; physical fitness; presentation to public, tour groups and/or professional personnel in court settings; cooperation in investigations regarding serious or critical incidents; application of cognitive‑behavioral interventions including behavior reinforcement/effective punishment and cognitive re‑structuring techniques; role model for at‑risk juvenile modeling pro‑social behavior at every opportunity; high degree of discretion dealing with confidential information; maintenance of positive relationships with co‑workers and the general public; ability to represent the organization/appointing authority in a positive manner in the community. MINIMUM REQUIREMENTS (Examples May Not Be Comprehensive): Associates Degree in nursing or a Licensed Practical Nurse; must possess a current Ohio Registered Nurse license or certification as a Licensed Practical Nurse; CPR/First Aid teaching certification (may be completed after employment); satisfactory completion of physical examination resulting in finding of physical health adequate to perform the required functions of the job; satisfactory completion of professional references check; satisfactory completion of criminal background check; satisfactory completion of sexual risk assessment (if hired after 2015); satisfactory completion of Ohio Attorney General Offender Search; affirmative duty to report prior and/or current misconduct. Misconduct includes any criminal charges, traffic violations, substantiated child abuse charges or convictions, substantiated allegations of sexual abuse or sexual harassment involving your former or current employer, and any news worthy information that may be detrimental to the employee or Greene County Juvenile Court. Satisfactory completion of a criminal background check and professional reference check; confirmation of valid Drivers’ license; and confirmation of degrees, licenses and or/certificates. Supplemental Information WORK CONDITIONS (Examples May Not Be Comprehensive) The Greene County Juvenile Detention Center is a 32‑bed secured, locked facility serving Greene County, Ohio. Youth who violate the law and require secure confinement may be placed in this facility pursuant to the order of the Greene County Juvenile Court. The facility provides short term care for juveniles who have been accused or adjudicated pending court hearings or while awaiting transfer to another facility. All workers are mandated reporters required to report harassment, abuse and/or neglect pursuant to established policy and procedure. Work is to be conducted, at times, in a fast‑paced environment involving deadlines. Routine physical requirements include reaching, stooping, kneeling, standing, walking, writing/keyboarding, talking, hearing, seeing, driving and repetitive motions. Tasks minimally require exerting up to 20 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Additional physical requirements for staff in contact with juvenile residents include readiness for extreme exertion in the form of team‑based physical restraint of acting out/potentially assaultive juvenile, physical transport of resistant juvenile, self‑defense maneuvers pursuant to crisis prevention training and/or exertion resulting from first aid/CPR/AED interventions. Sedentary work to involve sitting some of the time. Standing and walking required frequently. Work schedule is flexible and arrangements may be made to modify schedule to provide more coverage in conjunction with the nurse in the Miami Valley Juvenile Rehabilitation Center. Core work times are generally Monday-Friday, 6am-4pm. The Nurse is on call 24 hours day/7 days week. The Nurse is classified as an essential worker and is required to report to work during inclement weather and/or other emergencies, unless a medical emergency. FLSA: Exempt. TRAINING & DEVELOPMENT (Examples May Not Be Comprehensive) Minimum of 40 hours of orientation training in policies, procedures and practices with an additional 40 hours of training within the first year of employment. Minimum of 40 hours of annual training after the first year of employment with requirement to maintain licensure. Required training includes but is not limited to: CPR/1st Aid/AED certification, Non‑Violent Crisis Intervention Certification, Greene County Risk Management training (including Fire Safety and Prevention, Hazard Communication and Defensive Driving), Prison Rape Elimination Act policy, procedure and practice; Introduction to Cognitive Behavioral Interventions; Greene County Personnel Handbook.NOTICES
Court Expectations of Employee: In completing the duties and responsibilities of the position, the Court expects the employee will adhere to all court policies, guidelines, practices and procedures; act as a role model both inside and outside the Court; maintain the confidentiality of sensitive matters; perform duties as workload necessitates in a timely, accurate and thorough manner; be conscientious about meeting productivity standards; and communicate regularly with the Judge about all Court related issues. Routine work hours will be between 8:00 a.m. to 4:00 p.m., Monday through Friday. The Court Administrator is an on‑call position. Flex scheduling and remote work is possible and requires pre‑approval by the Judge. Employees of the Court are at‑will employees and serve at the pleasure of the Court; they are not in the classified civil service system and are not members of bargaining units. While Ohio has approved medical and recreational marijuana, the law does not require employers to permit or accommodate an employee’s use, possession, or distribution of marijuana. Greene County is a drug‑free workplace. Employees are required to comply with all applicable local, state, and federal laws regarding drug‑free workplaces and while working for the County, will be required to follow the County’s drug‑free workplace policy.
