Senior Environmental Specialist

OPPD is looking for an experienced environmental professional who can turn complex regulations and permit requirements into practical, sustainable operating plans. As a Senior Specialist in Environmental Affairs, you will serve as a trusted technical resource across air, water, and waste programs while helping OPPD manage environmental risk and prepare for changing regulatory expectations. This is a senior individual-contributor opportunity for someone who can work independently, investigate complex issues, coordinate across organizational boundaries, and help others understand what environmental requirements mean for day-to-day operations. This is one of two separate postings supporting a single vacancy. Candidates should apply to the level that best reflects their qualifications. Only one position will be filled. The Impact You Will Have Interpret complex environmental regulations, permits, and emerging requirements and translate them into clear operating and compliance plans. Evaluate how regulatory changes affect OPPD facilities, procedures, systems, and strategic priorities. Lead the development and improvement of environmental plans, procedures, standards, training, and compliance programs. Investigate complex discrepancies involving air, water, waste, emissions, monitoring results, and environmental data and drive issues to resolution. Coordinate environmental projects involving operating teams, technical specialists, external agencies, consultants, vendors, and other stakeholders. Serve as a technical advisor to plant personnel and organizational leaders on environmental risks, regulatory expectations, and appropriate courses of action. Use environmental data and performance information to identify trends, recommend corrective actions, and strengthen compliance outcomes. Mentor less-experienced employees and help build consistent environmental knowledge and practices across the organization. Identify opportunities to improve environmental programs, reporting, documentation, training, and stakeholder engagement. What You Will Bring Required qualifications: A bachelor's degree in an environmental, scientific, engineering, or closely related discipline. At least four years of relevant environmental experience involving regulatory compliance, permitting, monitoring, environmental programs, or comparable work. Demonstrated experience interpreting environmental regulations or permits and applying those requirements within an operational setting. Knowledge of air, water, hazardous waste, solid waste, spill prevention, or related environmental programs. Strong analytical and problem-solving skills, including the ability to evaluate complex environmental data and determine an appropriate course of action. The ability to work independently, manage multiple priorities, and provide credible technical guidance to operational and leadership stakeholders. Strong written and verbal communication skills with the ability to explain complex regulatory requirements clearly. The ability and willingness to work in office, field, outdoor, and industrial generation environments. Relevant experience may come from a utility, regulated industry, environmental consulting firm, government or regulatory agency, natural resources organization, or comparable employer. Experience that will help you stand out: Environmental compliance or permitting experience within the electric utility, power-generation, or broader energy industry. Experience supporting generating facilities or combustion turbines. Strong air-quality experience, including air permitting, emissions compliance, continuous emissions monitoring, or performance testing. Broad experience across air, water, and waste programs. Experience leading environmental projects, implementing regulatory changes, developing training, or improving compliance programs. Experience working directly with regulatory agencies and coordinating internal and external technical resources. An advanced degree, professional engineering license, or relevant environmental certification.
