Supervising Accountant

Distinguishing Features of the Class: The Supervising Accountant performs highly responsible and advanced professional accounting work of an administrative and technical nature concerning all phases of fiscal operations of a major division. Incumbents have wide latitude for the use of initiative and independent judgment in planning and organizing the work of the department. He/she assists in the interpretation and implementation of all directives and regulations relating to the application of generally accepted accounting principles for government. Immediate supervision is received from the Principal Accountant, City Accountant, Assistant Director of Finance or division head responsible for the fiscal operations of a major division. Supervision is exercised over technical and clerical personnel assigned.

Examples of work (Illustration Only): Supervises the day-to-day operations of the Accounting Division; Assists the Principal Accountant in the keeping of all books and accounts of the City, Authority or Board; Assists in the preparation of highly complex financial and statistical data and reports; Assists in the compilation of data for the Comprehensive Annual Financial Report of the City or the Financial Data Submission to the U.S. Department of Housing and Urban Development, for the Buffalo Municipal Housing Authority; Reviews all financial statements and initials all journal entries; Reviews council proceedings and draws off items such as fund transfers, local assessments, leaves of absence, real estate sales, approved bond resolution, personal property dispositions and furnishes the necessary items to Accountants; Maintains complete and accurate set of books and accounting procedures in accordance with bond agreements and regulations; -maintains a complete set of ledgers covering all bond issues and transactions; -prepares journal entries resulting from the approval of bond resolutions, sale of bonds and distribution of bond sale expenses; -assists the financial advisor and bond counsel in the preparation of the official notice of sale; Prepares capital debt service fund budget and debt contracting margin statement; Advises concerning the authorization and financing of capital improvements and allowable uses of capital funds; Operates personal computer, data terminals, printers and CRT terminals in reviewing financial statements and reports; Checks and reconciles bank accounts on daily cash sheets; Assists in the investment of funds in certificate of deposits and US Treasury Bills; Assists in the preparation of operating budgets; Performs related duties as required.

Minimum Qualifications: Promotional Continuous and permanent status in any city department in one of the following: (A) Associate Accountant or Associate Auditor for one year; OR (B) Senior Accountant, Senior Auditor, Payroll Audit Inspector or Fiscal Manager for two years. IN ADDITION, APPLICANTS QUALIFYING UNDER (B) MUST MEET ONE OF THE FOLLOWING Masters or Bachelors Degree from an accredited college or university including or supplemented by 24 credit hours in Accounting/Auditing and one year of full-time supervisory accounting or auditing experience (transcript must be presented at time of filing application). Note: Verifiable part-time experience will be pro-rated to meet full-time experience requirements. ACCOUNTING EXPERIENCE is defined as the art or system of keeping financial records. It is the recording, classifying, verifying and reporting financial data and presenting an analysis or interpretation of their significance. It includes the preparation of financial statements and schedules. AUDITING EXPERIENCE is defined as the art of confirming financial statements or documenting the veracity of financial data. It includes a critical review of financial records and documents and an appraisal of fiscal procedures and operations. SUPERVISING ACCOUNTANT #054l (cont'd.) Examples of ACCEPTABLE experience would be a full charge bookkeeper that is responsible for a full set of financial records including general ledger and all subsidiaries, Junior Accountant/Auditor and similar positions. Examples of UNACCEPTABLE experience are account clerical experience and experience limited to posting, maintaining, examining or preparing one or more of the following: voucher register, sales register, cashbook, insurance register, accounts-receivable ledger, accounts payable ledger, any other special journal or subsidiary ledger or experience preparing income tax returns.
