Maintenance SupervisorAll applications will receive consideration without regard to age, color, disability, national origin, race, religion, gender an/or any other non-merit factor.Duties and Responsibilities:Responsible for overall maintenance of HAS' housing developments and grounds. Provides hands-on maintenance of communities, including overall inspection, repair and general maintenance of apartments and other interior/exterior areas. Additionally, the Maintenance Supervisor works with the maintenance team, to ensure that the quality of work meets the values, goals and objectives set by the Housing Authority of Savannah. Work involves knowledge of and skills in the areas of plumbing, electricity, carpentry, masonry, painting, refrigeration, heating, ventilation and air conditioning. Responsibilities include, but are not limited to, the following:Primary responsibilities include hands-on maintenance of the community, including overall inspection, repair and general maintenance of apartments and other interior/exterior areas.Directly responsible for the supervision and on-the-job training of all assigned personnel.Inspects the physical condition of work performed by subordinate personnel, to determine the work to be completed and ensure that quality work is being performed in a timely and cost effective manner.Train and educate maintenance team members, on operating self-sufficient maintenance programs, risk management, effective tool use/techniques and regulations.Makes daily work assignments and schedules, in accordance with established work procedures.Assists the Maintenance Director and/or Asset Manager on special maintenance projects, as necessary.Ensures that maintenance requests are handled as quickly, efficiently and effectively as possible and are completed within 24 hours. If parts must be ordered, causing a delay, incumbent notifies Asset Manager and informs residents.Monitors the maintenance and up-keep of all mechanical equipment on the community including, but not limited to, water heaters, HVAC units, etc…Keeps daily attendance, time sheets and other required records for assigned personnel.Handles disciplinary problems with assigned personnel, in accordance with the Personnel Policy of the Housing Authority of Savannah.Provides on-call emergency services, as scheduled and required by the Director of Facilities Management.Responsible for all maintenance equipment assigned to subordinate personnel and ensures that equipment is kept clean and properly maintained.Maintains proper communication, demeanor and interaction with internal and external customers, at all times.Continuously evaluates processes and procedures, to remain cost effective and to promote efficiency, without compromising the quality of service.Counsels and evaluates assigned personnel on a scheduled basis.Assists in training other maintenance personnel.Must assist management with all developmental responsibilities (i.e. PHAS).Performs administrative duties such as processing work orders and preparing written forms for vehicle usage, gas, mileage, and inspections.Performs other duties as assigned.Qualifications and Knowledge:1. Graduation from High School or GED equivalent supplemented by technical level courses in mechanical, electrical, or building trades; three to five years of experience in the maintenance and repair of building structures, household appliances, plumbing fixtures, and heating and air conditioning equipment; or any combination of training, education and experience which provides the required knowledge, and abilities; Journeyman level skill in at least one trade required; and minimum of one year of experience managing/leading others, with a track record of successful communication, budgeting, scheduling and staffing required.2. Must be computer literate, with working knowledge of Word, Excel, Outlook and related communication tools and databases.3. Considerable knowledge of the methods, practices, tools and materials of the building maintenance and construction trades, and possess the ability to convey this knowledge to assigned personnel including, but not limited to, electrical, plumbing, painting, drywall, tile, carpentry, HVAC, gas lines and appliances, roofing, and general building maintenance.4. Considerable knowledge of applicable local, state and federal building codes and safety requirements.5. Considerable knowledge of health and safety regulations and practices.6. Ability to effectively budget and meet tight deadlines.7. Ability to plan and schedule the activities of assigned personnel.8. Must possess strong decision-making and problem solving skills.9. Ability to inspect and determine the need for maintenance and to administer programs of preventive maintenance.10. High degree of skill, in one or more trade crafts, and working knowledge of all maintenance crafts.11. Knowledge of the occupational hazards and applicable safety precautions of the assigned work.12. Ability use of various hand and power tools and test equipment.13. Ability to communicate effectively both orally and in writing.14. Ability to compute measurements.15. Ability to perform building maintenance tasks of varying difficulty, with limited supervision.16. Ability to work in hazardous and adverse conditions, as well as cramped quarters and high places.17. Ability to work any emergency situation which affects Housing Authority residents and facilities.18. Ability to read and understand moderately complex repair manuals, and instructions/warning on cleaning agents, write service requests, maintenance reports and inspection reports.19. Ability to establish, and maintain, effective working relationships with tenants, co-workers and persons outside the Authority.20. Bondability.21. Valid driver's license.22. Eligibility to be covered under the Authority's fleet auto insurance.Supervision Received and Given:The employee receives instructions primarily from the Asset Manager and/or Director of Facilities Management. Normally, the employee plans and carries out work activities with minimal supervision and resolves problems that arise with assistance. The employee receives specific instructions, when problems are brought to the attention of the supervisor and/or when the supervisor is contacted by the employee for direction. The employee's work is reviewed for conformity to organizational policies, regulations and attainment of objectives.The employee provides instructions to all maintenance employees which are usually specific, unless an unusual situation or problem has arisen.Guidelines:The employee follows established policies and procedures, traditional practices and specific guidelines. Guidelines cover most situations, but the employee may occasionally be required to use independent judgment in making decisions. In other cases not covered by guidelines, the employee may consult the supervisor for assistance.Complexity:Work performed by the employee is mostly routine and repetitive in nature. Occasionally, some complex tasks may require the exercise of personal judgment in making decisions on accomplishing assigned work.Scope and Effect:The employee's work primarily impacts the housing developments of HAS and its tenants. Successful accomplishment of duties by the employee will result in HAS' ability to provide safe, sanitary housing to its tenants.Personal Contacts:Contacts are primarily with other Authority employees, federal, state, and local governmental officials and representatives, and community agencies. The employee has contact with architects, engineers, consultants, contractors, and Authority residents. The primary purpose of contacts is to obtain, give or clarify information, plan and provide assistance, and resolve problems. Contacts are normally cooperative, however, they may be occasionally antagonistic, unresponsive, or uncooperative contactsPhysical Demands:Work involves climbing ladders, stooping, kneeling, standing for long periods and walking around sites. Physical demands include the ability to operate a variety of carpentry, electrical, and plumbing equipment, tools, and machines; Ability to work/inspect in wet, damp, hot, cold, or dusty places; Ability to stoop and kneel in order to gain access to work areas. Ability to move or carry objects or materials such as sinks, counter tops, solid core and metal doors, debris, floor tile, fan motors and other HVAC parts, etc.; Ability to handle ranges and refrigerators using appliance hand-trucks; and the ability to lift objects up to 40 pounds from ground to overhead.Work Environment:Work involves inherently hazardous or physically demanding working conditions. Works around and with light motorized equipment, power and hand tools; works with chemical compounds; works with electricity; works with pesticides and herbicides; works in confined spaces; works indoors and outdoors and is exposed to weather extremes. The employee may occasionally be subject to electrical shock hazards, dangerous heights, dangerous chemicals, and skin irritants (e.g. cleaning solutions, solvents, and insecticides).
