Resident Manager - La Vista Verde Apartment's

• The Resident Manager lives on site. A 3-bedroom apartment and utility allowance provided with employment.

• Have good organizational skills, are self-motivated, and able to work with minimal supervision to prioritize, juggle, and complete tasks in a timely manner.

• Have good people skills; are courteous, tactful, and diplomatic in interactions with coworkers, tenants, and vendors.

• Can learn new computer software. You should feel comfortable operating Windows-based software, including Microsoft Office, Microsoft Outlook. We will train you to use our Property Management Software.

• Are willing to share on-call responsibilities with other staff and respond to emergencies in a timely manner.

PURPOSE

The role of the Resident Manager is to ensure the fiscal and physical integrity of the property as well as create a safe and healthy community for tenants. The Resident Manager shall consistently adhere to all regulations and maintain compliance for the property. 

ESSENTIAL RESPONSIBLITIES & DUTIES

General Property & Office Management

• Schedule work hours during normal business hours, generally M-F between 8:00 a.m.- 4:30 p.m. with some flexibility as needed to accommodate tenant scheduling needs.

• Maintain regularly scheduled office hours at the property and be on-call other hours.

• Maintain all tenant files and related documents in well-organized, orderly condition.

• Become knowledgeable in and appropriately enforce the terms of the Lease Agreement and House Rules. Document any tenant non-compliance, issue required notices, and initiate eviction process for non compliant tenants (with supervisor approval).

• Receive notices from and inform departing residents of their rights and responsibilities upon termination of tenancy.

• Perform walk-around inspections to identify the tasks necessary to keep the grounds and buildings looking their best and monitor to ensure that grounds are quiet and secure, according to House Rules.

• Receive, document, and appropriately respond to all requests for maintenance, complaints, and problem situations.

• Schedule and manage pest control treatments, including providing notices to tenants.

• Enter work orders submitted by residents on paper into Yardi.

• Close work orders in Yardi and apply tenant charges to individual ledger when required.

• Work with maintenance staff to ensure that basic repairs, painting, and turnovers of vacant apartments are completed promptly upon becoming vacant.

• Work with maintenance staff to identify priority work, and schedule and monitor vendors, confirming that all work ordered has been completed satisfactorily.

• Consult with Regional Manager (Supervisor) and Facility Manager regarding maintenance and landscaping work as needed.

• Inform your supervisor in advance if you are leaving the Chico area during designated office hours or when on call, to ensure adequate back-up coverage.

• Be willing and available to respond to after-hours emergencies promptly.

• Perform other duties as assigned.

Applications, Move-Ins, Recertifications & Compliance

• Become knowledgeable in program regulations (USDA) and strictly adhere to regulations and deadlines.

• Become knowledgeable in Fair Housing regulations and procedures and strictly adhere to them.

• Receive and process applications from tenants on the waiting list, following established protocols and policies. Maintain and regularly update applicant waiting list in Yardi and notify all applicants in writing of the disposition of their applications after final screening.

• Execute lease agreements and all other move-in documents after written approval of the application by compliance consultants or CHIP Regional or Compliance Manager.

• Perform initial occupancy orientation with all residents, especially regarding House Rules. 

• Complete initial certification for all new move-ins, and annual re-certification and unit inspections thereafter.

Rent Collection & Accounting

• Collect, receipt, and deposit all funds received for rent, security deposits, and other funds per established timelines, and post and maintain in individual tenant ledger.

• Monitor monthly Accounts Receivable, prepare and serve 3-day notices to pay rent or quit and 30 day/ 60 day notices to vacate (with supervisor approval) per Rent Collection policy.

• Manage petty cash for minor project expenses—retain receipts and reconcile as needed.

• Scan all invoices to accounting per established timelines.

• Save notices from Housing Authority regarding Tenant Based Vouchers into tenant folder on the P drive and enter updated scheduled charges for rent and subsidy into Yardi software.

REQUIRED KNOWLEDGE AND SKILLS

• Experience in property management is strongly preferred.

• Proficient in speaking and writing in English/Spanish .

• Must become certified in management and compliance with USDA-RD program and Tax Credit Certified within 6 months of hire. (Agency pays for certification).

• Able to operate Windows-based computer programs, including Microsoft Office & Outlook.

• Capable of utilizing internet-based property management software (after being trained).

• Courteous, tactful, diplomatic, and appropriate in interactions with coworkers, tenants, and vendors; accepting of diversity and the economic & social situations of low-income individuals.

• Must be well organized, able to take initiative, and able to work with minimal supervision to prioritize, juggle, and complete tasks in a timely manner. 

• Ability to do creative thinking, problem solving, and conflict resolution as an individual or as part of a team.

• Ability to understand and follow Fair Housing Laws.

• Ability to comply with policies regarding tenant confidentiality.

• Ability to appropriately represent the community & CHIP to the public and potential applicants.

• Ability to complete basic accounting and bookkeeping tasks.

QUALIFICATIONS AND EDUCATION

• High school education or equivalent

• Must have a reliable vehicle, a current valid California Driver's license and be insurable under the criteria established by CHIP’s general liability carrier. Must provide current proof of insurance at the levels specified by the CHIP travel policy.

• If this is an on-site position, the Applicant, and any adults proposed by the Applicant to reside with the Applicant on-site, must successfully pass post-employment offer background checks.
