Location GAI Consultants, Inc. is seeking an experienced Senior Cultural Resources Project Manager to lead and manage cultural resources impact assessments, permitting, and regulatory compliance for projects in the greater Southwest US region (Colorado, California, Arizona, Nevada, New Mexico, Texas). Responsibilities span project lifecycle management—from siting/routing, CEQA/NEPA compliance and documentation to agency/tribal coordination and construction support—with adherence to related regulatory requirements. The ideal candidate has a proven track record of obtaining archaeological permits, managing field surveys, authoring and reviewing cultural resources assessments/plans, navigating Section 106 compliance, Section 404 permitting, Native American consultation, and managing construction compliance monitoring. Position Responsibilities: Lead cultural resource management strategy across the full project lifecycle for compliance under Section 106 of NHPA: preliminary routing/siting, CEQA/NEPA analysis, and construction compliance. Serve as primary client contact and agency liaison, advancing projects through regulatory compliance pathways under Section 106 NHPA, CEQA/NEPA, and agency agreements. Prepare, submit, and track archaeological investigations; conduct records reviews, archival and ethnographic research; manage field surveys and related reporting; conduct agency and Tribal consultations. Document large-scale inventories for multi-year projects and lead agency/Tribal coordination related to regulations. Leverage understanding of CEQA and NEPA and NHPA to identify risks and negotiate mitigation strategies with agencies and stakeholders. Manage technical personnel, field teams, budgets, schedules, and QA/QC to ensure timely, cost-effective delivery. Drive business development: identify opportunities, proposal strategy and writing, participate in interviews, and support account growth. Mentor and train junior and mid-level cultural resources staff. Required Experience and Qualifications: Master’s or doctorate in Archaeology, Anthropology or related discipline. Minimum 10 years’ experience in cultural resources studies with expertise in environmental impacts analysis, siting/routing, CEQA/NEPA, and agency/Tribal coordination. Strong project management skills with a record of delivering multiple complex cultural resource projects on time and budget using in-house and subconsultant staff. Excellent writing skills with ability to author, manage and review technical reports for regulatory compliance. Advanced understanding of cultural resource disciplines and relevant laws/regulations (NHPA, ARPA, CEQA, NEPA). Experience in the Southwestern US (Colorado, California, Arizona, Nevada, New Mexico, Texas). Proven business development success and ability to develop client relationships within environmental consulting. Strong organizational and analytical skills; ability to manage multiple priorities under deadlines. Ability to work independently and with multidisciplinary teams, remotely or in-office. Proficiency with Microsoft Office. Ability to travel up to 25% to project sites and meetings; valid driver’s license. Preferred Qualifications: Experience with traditional and renewable energy and transportation projects on public/private lands, and related permitting and environmental review in the Southwestern US. Registered Professional Archaeologist Established relationships with BLM, Tribal Nations, and state agencies. Remote-position flexibility; preference for candidates in Arizona or California. Compensation Salary range: $90,000 to $115,000 per year, commensurate with qualifications and experience. Minimum Years of Experience Minimum of 10 years of technical experience related to the position requirements, with at least 5 years as a Senior Task/Project Manager leading cultural resources tasks in an environmental firm. Education Master’s or doctorate in Archaeology, Anthropology, or related discipline. Teamwork and Leadership Responsibilities Oversight and coordination of project task deliverables, including coordination with subconsultants. Provide guidance to junior staff and opportunities for growth. Recruiting and retaining staff; developing day-to-day routines for a team. Talent development and empowerment to improve innovation and productivity. Project Management Responsibilities Deliver scope, schedule, budget, quality, safety, and profitability of all projects managed. Plan and manage proposals and projects with multiple technical disciplines. Business Development Responsibilities Maintain client relationships on existing projects; identify bid opportunities and develop proposed scope, schedule, and fee; support contract negotiations. Communication Responsibilities Strong verbal and written communication skills; collaboration with stakeholders; ability to read and interpret technical/regulatory documents; ability to author reports. Qualifications Education Bachelors or better in Engineering (as listed in the provided content).
